- As principal of Paul Mazumdar Planning Group (incorporated in the Province of Alberta, Canada with its Corporate Head Office in the City of Calgary), I provide management consulting services to a wide range of clients who are involved in the Real Estate Development and in the investment of capital funds in major planning and development projects.

00 01 Development Planner: Special Projects Development and Building Approvals, Land Use and Mobility Portfolio
Report to City Council on Power Generation Plants. The report represented an in-depth research on the impact of deregulation of the Provinces Hydro and Electric Energy Act, the role of the Transmission Authority and current activities of independent power companies seeking to set up power plants in and around the City. The report provided recommendations on future actions of the City. In preparing the report, I coordinated and analyzed the needs, interests and operations of various Business Units within the Corporation by working closely with the Office of the Corporate Strategy, Environmental Management, Waterworks, Storm and Drainage, Parks, Emergency and Protective Services, Office of the Economic Development and the Elected Officials.
98 01 Land Development Planner: Policy and Asset Mgmt. Corp. Services Portfolio
- Request for Proposal (RFP) for a Public-Private Joint Venture with the City of Calgary to undertake Redevelopment of Calgarys East Village: 5,000 residential units, 500,000 square feet of commercial and institutional uses, public open spaces and riverfront promenade in 16 city blocks. Estimated value CAD $1.5 billion in 16 to 20 years (1999 & 2000). In a two-stage selection process, the first stage involved a nationwide search for experienced senior development companies and consortiums by way of Expressions of Interest (EOI), followed by the submission of a detailed and comprehensive plan in response to the Request for Proposal (RFP). Seven candidates were short-listed out of 25 entries. I coordinated and managed the preliminary evaluation by the inter-departmental Resource Team and then conducted the final evaluation and the selection process involving Senior Managers from the City Administration. The selection process involved careful consideration of business, community, industry interests and the unique site history of the East Village lands while allowing me to develop my communication, public engagement and mediation skills to the fullest.

Advised the applicant on the urban design standards, land use rules and the approval process. Prepared planning review, coordinated comments from the circulation referees including, Engineering, Transportation, Parks, Community Services, Emergency and Protective Services, Environmental Management Office and the Community Associations. Presented the reports with recommendations to the Calgary Planning Commission on the following development proposals:
McKenzie Towne Center Calgary:
A neoclassical suburban subdivision comprising of neighborhood office, retail centre and multifamily low density townhouses and apartments surrounding the market square.
Inglewood Village, Calgary: Redevelopment of a former inner city industrial site located along Bow River to accommodate 300 infill semi-detached, townhouses and apartments.
Bonavista-Anderson Road Commercial, Residential and Office Redevelopment: on two former mobile home park sites involving 28 acres of land. The process involved land assembly, public thoroughfare closures, traffic interchanges, inventory and protection of stands of matured trees, interface with existing residences, extensive community engagement. and a complex Development Agreement involving the City and three development companies.
Kensington Crossing, Calgary: Redevelopment of an inner city block
(Ross Kerr Block) with a mixed use residential (100 units) and commercial building (70,000 square feet) overlooking the Bow River.
SMED International, Calgary: a major furniture manufacturing facility comprising of 750,000 square feet in the first phase including outdoor staff recreation and amenity area around a storm retention pond. Involved negotiations for land assembly, dedication of public roadways, reserves and new infrastructure.
Dynasty International, Calgary: a major furniture manufacturing facility involving 520,000 square feet development in Phase I. Involved negotiations for land assembly, dedication of public roadways, reserves and new infrastructure.
Corporate Foods, Calgary: a baked food production plant involving 400,000 square feet building area.
Fairview Distribution Center, Calgary: redevelopment of an industrial site into a 200,000 square feet retail and distribution centre.
Campbell Foods Regional Distribution Center, Calgary: 750,000 square feet. of warehouse and office.
Agrium Corporate Head Office, Calgary: 150,000 square feet of suburban office building with prairie interpretative centre and staff amenities.
Foothills Industrial Business Park, Calgary: 120,000 square feet of office and warehouse condominiums for small businesses.
Gravel Mining and Reclamation , Calgary: on a site that is environmentally sensitive. Special guidelines needed to protect the river bank, native vegetation and the wildlife in the Bow River corridor. Worked closely with the Alberta Environment and affected residents across the river in the Municipal Districts of Foothills and Rockyview.
Heritage Plaza Shopping Center, Calgary: 120,000 square feet retail space with a complex development agreement requiring the developer to construct an underground parking structure when the City is ready to build the interchange abutting the site.
Renaissance/Chinook Station Commercial Center, Calgary: Big box retails involving 250,000 square feet of building area including the Home Depot, Office Depot, Staples, Pet Smart, Computer City, Bank and restaurants.
GlenDeer Auto Mall, Calgary: Ten leading automotive dealerships with associated show room, service and car lots in a 20 acre enclave of land situated adjacent to major freeways.
South Center, Chinook Center Expansion and Retrofit: a total of 1.5 million square feet gross addition to two of the largest regional shopping centres of Calgary.
Avenida Fashion Center, Calgary: only one of a kind fashion centre in Calgary comprising of a collection of buildings featuring medium to high end fashion stores (170,000 square feet).

For Caltex-Kluzak Joint Venture Proposal: Programming, planning, design and processing City approval for a comprehensive 101-room hotel, 200,000 square feet office, health club, banquet, convention facility and 70-unit apartment on three city blocks interconnected by skywalks. With a staff of six, I produced the Land Use Amendment, Direct Control (DC Zoning) Design Guidelines for the redevelopment proposal.
