2.1.2 Step 1: Get Statutory Declaration from ICBC Autoplan agent

2.1.4 Step 3: Wait for them to finish
2.1.5 Step 4: Hope that Step 3 is the last step, else a whole bunch more steps involving Registered letters
2.2 Get Motorcycle endorsement on License
