I don't remember why gentlemen wore spats.  Maybe I was never much of a gentleman.

I remember they were useful for keeping hats on.
Maybe they were also useful when gentlemen didn't

The mystery item is a Cooper's bung hole auger for boring tapered holes in barrels and casks.
The tapered hole fits tapered plugs and also the tapered end of spigots or taps for dispensing 
the contents.
