PREAMBLE

We, the Pacific Northwest Fantasy League, preferring to be called "the Pool" by our
friends, desiring to promote friendly competition and enhance our
enjoyment of NHL hockey in a low-maintenance sort of way, to ordain
and establish the PNFHL.

(1)
LEAGUE COMPOSITION

The PNFHL is comprised of either:
six teams in one division, or eight to ten teams in two divisions. Ownership is by invitation only.
The PNFHL is not governed, maintained or sanctioned by any Internet server or Domain.

(2)
TEAM COMPOSITION

Teams are comprised of a maximum of twenty-six (26) NHL players on an
active roster, plus, if applicable, any number of players on a team Injured Reserve
list (see sec. 4 of theses Rules). All players on a PNFHL team must be
the property of an NHL team. Players on a PNFHL roster qualify as
centers, left wings, right wings, defensemen or goalies according to this
CBS Sportsline
page.
There is no intrinsic minimum or maximum number of players each team must carry
at any one position.
See sec. 5 of these rules for more on Position Eligibility.

(3) YEARLY REDRAFT

Prior to each PNFHL and NHL season, the teams "freeze" (protect, retain) a
certain number of players from their rosters of the previous season.
This number, and the particular procedures applicable to roster
freezing, are determined by agreement among owners. The remaining slots
on the teams' active rosters are filled by an annual redraft held prior
to the season. Draft order is generally the reverse of the previous
season's regular season standings, subject to any agreement as to freeze
procedures.  However a lottery can be used among non-playoff teams.

(4) INJURED RESERVE
[a] A player on a PNFHL active roster may be "reserved" to an Injured Reserve
list at the time of the monthly Injured Reserve/Waiver drafts.
The PNFHL team may then replace that player on the active roster
while retaining the rights to reactivate the reserved player. To
qualify to be so reserved, a player must: (a) sustain an injury which
prevents him from starting a game for his NHL team, or (b) be otherwise subject
to conditions which prevent him from playing for his NHL team, such as holding out,
being reassigned to the minors or junior or elsewhere, or being voluntarily retired,
EXCEPT THAT this does NOT include: (1) being suspended by the league
or his team, or (2) being "scratched" by his NHL team for reasons other than injury. 
Any online NHL injury report may be used to support the placing of a player on injured reserve.

[b] A player so reserved must remain on the Injured Reserve until it is clear that he
will be playing in his clubs next game, or has returned to action, during which time
that player's stats, if any,do not accrue to the benefit of his PNFHL team.
Upon first being noticed in an NHL game boxscore for his NHL team,
the player must be re-activated to the active roster of his PNFHL team
or released within fourteen days of that day or he will be released by
the League Commissioner after a notice.
Note: the necessary condition is appearance in an NHL boxscore,
available to all on the Internet. This would be the inclusion in a "Player's Statistics"
report for a game on the
USA Today,   ESPN, or NHL.com websites.

(5) POSITION ELIGIBILITY

[a] The baseline for PNFHL position eligibility is the
CBS Sportsline website.
A PLAYER IS ONLY ELIGIBLE AT THE POSITION HE IS DRAFTED
IN. If he changes positions on the CBS Sportsline website after being drafted, he cannot
be changed in the PNFHL unless he is released and redrafted at a later date.
A secondary source for position eligibility for players drafted that have not yet
played in the NHL is Hockeydb.

[b] In the case of players "frozen" or retained from the previous season's
roster who are listed at a different position in the CBS Sportsline: the
PNFHL owner of the player may retain the previous year's positional
designation of the player.  The owner has until the redraft to decide which
position to keep that player at for the duration of the upcoming season.

(6) GAME SCHEDULE

[a] The League Commissioner, or whosoever he shall delegate this duty to,
shall construct a
league schedule of games prior to each NHL and PNFHL
season. A PNFHL "game" shall be played during one or more days of the NHL schedule.
No NHL team shall be scheduled to play more than once during a PNFHL game.
If an NHL team is accidently listed twice or more during an PNFHL game, the first
appearance of that NHL team is the one that will count towards the PNFHL scores.

[b] The following factors, in order of importance, shall as strictly as
possible govern the schedulemaker:

-There should be a number of PNFHL games that allows for best-of-seven
first round playoff and a best-of-seven semi-final series, and final series, plus
a number of regular season games that allows for an equal number of games
against teams within each team's division and against teams in the
opposite division. Each team should play more games against each
team within its division than against each team in the other
division.  If it is a one division league, then the best effort at having each team
play an equal number of games against all opponents should be made.
- There should be no less than seven (7) NHL games scheduled per PNFHL
game.
- Games played over one day are preferred. The PNFHL should play every
day there are seven (7) or more NHL games scheduled. Games played
over two or more days should be scheduled to effect the policies of
subsections (a) and (c) above, in that order.

- If at all possible, each NHL team should be scheduled to play a
roughly equal number of PNFHL games. However, the schedulemaker cannot
be expected to bend over backwards to effect this policy.

- There is as of this writing no provision for home ice advantage in the
PNFHL regular season, but for realism's sake and in case such a provision
is ever adopted, each PNFHL team shall play an equal number of home and
away games during the regular season. Each team with care from
the schedulemaker will not play the same opponant too much in too
short a time, so that injuries and normal periods of ineffectiveness of
NHL players do not overly effect the outcome of the regular season.

(7) GAME PLAY

[a] Each PNFHL game day features three,  four or five PNFHL games depending
on the size of the league.  Teams are matched head-to-head with another team.
Whichever team scores the most points during the game, according to the rules
and procedures in this section, wins the game.

[b] Each player on an PNFHL team's active roster is "eligible" to score each
PNFHL game. Skaters earn two (2) points for a goal and one (1) point for
an assist. Goals allowed by a team's starting goalie, see subsections
[d]-[e] below, are subtracted from the total accrued by skaters.

[c] Only the HIGHEST-SCORING center, left wing, right wing and TWO
defensemen during a game "count" toward a team's total for the game.
So, if a team has Mike Richards, Henrik Zetterberg and Ryan Kesler as
its three centers whose NHL teams are playing during a particular game,
and Richards scores four (4) points, Zetterberg three (3) and Kesler
none (0), only Richards' total is included in the team's game score.
The same is true of left wings and right wings. If a team has Chris Pronger,
Brian Boyle, Eric Johnson, and Mattias Ohlund as its defensemen whose
NHL teams are playing during a particular game, and Pronger scores three
(3) points, Boyle none (0), Johnson one (1) and Ohlund none (0), BOTH
Pronger and Johnson's points count toward the team total. If Johnson had
none (0) instead of one, only Pronger's three points would count.

[d] NOT ALL GOALIES are eligible to "score" for their PNFHL team. Prior to
each game, either by notifying the Official Scorer or by use of a
"default" (same game-to-game) rank, each team "ranks" its goalies from
one to whatever number (equal to the number of goalies on the PNFHL
roster). If the first-ranked goalie STARTS for his NHL team that night,
the number of goals allowed BY HIS NHL TEAM, irrespective of whether the
starting goalie finishes the game or not, is subtracted from the PNFHL
team total. If the first-ranked goalie does not START (if a goalie
comes in to relieve his team's starting goalie, that goalie never counts
against his PNFHL team's total) but the second-ranked goalie does, the
number of goals allowed by that goalie's NHL team is subtracted from the
team total in the same fashion. Proceed with this through the list of
ranked goalies, with the highest-ranked goalie who STARTS indicating the
NHL team whose goals against are subtracted from the PNFHL team total.
The ranked goalie so designated is the PNFHL team's "goalie of record."
If a team does not have a goalie of record -- that is, if none of its goaltenders
starts for his NHL team during a PNFHL game -- the team receives an automatic minus-4.

[e] EMPTY NET GOALS NEVER COUNT AGAINST A GOALIE. Goalies are
eligible to score goals and assists and earn points in the same manner as skaters,
two (2) points for a goal and one (1) point for an assist. ONLY a
team's goalie of record -- the highest-ranked goalie who STARTS for his
NHL team -- is eligible to score in this manner. If a starting goalie
who is his PNFHL team's goalie of record is replaced during the NHL game
and his replacement scores a goal or earns an assist, these points do NOT
count for any PNFHL team under any circumstances (since only starting
goalies may be goalies of record for any PNFHL team).

[f] The total of skaters' points (subsection [c]) minus the goals against
calculated from the procedures in subsection [d], considering a goalie
of record's goals and assists, if any, see subsection [e], equals the
PNFHL team's game score. If higher than that game's opponent's total, the
team wins. If lower, the team loses. If equal, the teams tie.

[g] If the sum of the teams scoring is a negative number, the score for that team
will be zero (0). There will be no negative scores. If the totals of two teams scores
are both negative numbers (eg; -3 to -1), this will be recored as a 0-0 tie. If the
sum of one team is zero, and the other team is negative, it will still be recorded as
a 0-0 tie.

FREE AGENTS AND TRADES - TRANSACTIONS

[a] Once a month or when scheduled, teams are free to waive any active-roster player
and claim an NHL player not currently on the roster of any PNFHL team. The
particular procedures involved in these free agent "mini-drafts" are to be agreed
upon among the PNFHL owners.

[b] Trades between PNFHL teams are allowed and encouraged, except a trade
deadline exists at a certain point in the PNFHL regular season schedule.
No trades are allowed from the date and time of that trade deadline
until the protected lists are announced the following September. Trades become
effective upon both owners' posting the identical trade particulars in
a message to each PNFHL owner via mass e-mail, or on the PNFHL
message board.

[c] Any player traded away by a team cannot be reaquired by that same team within
90 days of having been traded away.  The 90 days counts only during times when trading
is allowed.  During "no trading" windows the 90 day clock stops.

[d] If a trade occurs that leaves one club a man (men) short, that club may redraft
as per section 8a. If a trade occurs that leaves a team with an extra player(s),
player(s) must be dropped for the transaction to be considered complete, and
in order to maintain the maximum of 28 players on the active roster.  If a club neglects
to maintain a 28 man roster, the league commisioner can step in and fill the team's roster
through available free agents, or by activating players on injured reserve who have returned
to action.

(9) STANDINGS

[a] Two points in the standings are awared to a team for a win and one
point for a tie. Teams are ranked, overall and within their division,
according to number of points in the standings. In the event of a tie
in points in the standings, the tie is broken as follows (failure to
break a tie by one method entails breaking the tie, if possible, by the
next listed method):

(a) higher total points (GF) scored in every game (season total)

(b) higher number of total wins

(c) if the tied teams are in different divisions, the team whose
division, as a whole, has a greater winning percentage than the
other teams division, as a whole

(d) if the tied teams are in the same division, the team with the
greater winning percentage in games within the division.

(e) if the tied teams are in different divisions, the team with the
greater winning percentage in games within the other team's
division

[b] The team that finishes first overall in the regular season wins the
coveted Bill Gates Trophy.

(10)
PLAYOFFS

[a] Six teams play a post-season playoff tournament. The teams are seeded
1-6. The first seed is the team that finishes first overall in the
regular season standings. The second seed is the team that finishes first overall in the
other division, (in a one division league, the seeds are in the order of the standings).
The third through sixth seeds are wildcards who rank highest overall in the regular
season standings respectively.

[b] There are three rounds of playoffs. The first round is best-of-seven. The
first place team in each division gets a bye through the first round of the playoffs.
The 3rd seed plays the 6th seed, and the 4th seed plays the 5th seed with the higher
seeded team enjoying  home ice advantage.  The second round is best-of-seven, with
the first seed playing the lowest seed still in the playoffs, and the second seed playing
the 2nd lowest seed remaining in the playoffs.  The 3rd round is the finals between the
two remaining teams.
Teams retain their seeds throughout the tournament. They are not
re-seeded based on regular season record in the final series.

[c] In the playoffs, the team with home ice advantage plays at home in
games one, two and five and seven. Home ice advantage means that the
visting team will have one point deducted from their total score if their total
is greater than zero.

[d] In the event of a tie in any playoff game, the following tie breakers will apply:

     (a1) Each team's highest-scoring skater whose points did NOT count during "regulation"
play is added to each team's game total.    This rule can also break
a tie in a 0-0 game no matter what the "actual" scoring may be.  eg: 0 to -3.
     (a2) If a team has two or more players tied for the most points at a given position, the
duplicate players also qualify to be counted in the tie breaking procedure.
     (b) If after the highest non-counting scorers are all added in and the game is still tied
then the goalie who allowed the least goals against will be on the winning team.
     (c) If there is still a tie, then the home team will be awarded the victory.

[e] The winner of the final series wins the coveted Paul Allen Cup.

GOVERNANCE

[a] The LEAGUE COMMISSIONER is responsible for only the following:
composing the PNFHL schedule; , from the yearly redraft to free agent signings
to trades, and making updated rosters available to all league owners; and
enforcing these rules, including being the final arbiter thereof.

[b] The OFFICIAL SCORER is responsible for only the following: accepting
and cogitating game results as scored by the team owners, keeping track of roster changes,
and updating and otherwise maintaining the league standings, and making each game's
results and regularly-updated standings available to the STATISTITION, who will
then post all results, standings and scoring statistics to all the owners.
The league standings must include, at minimum, each team's won-lost-tied
record, points in the stadings, total points scored.

[c] TEAM OWNERS are responsible for the following: Maintaining their team's
rosters, including attention to injured and otherwise inactive players and their goalie
ranks game-to-game (or keeping the league informed of their "default"
rank, if applicable). Individual team owners are also responsible for
reporting errors made by the League Commissioner and Official Scorer and Statistition
Correction of any such errors depends on their being brought to the
attention of the applicable league official. Corrections WILL NOT
NECESSARILY be retroactive; they will be made in reference to the time
the error was brought to the official's attention.

[d] The LEAGUE AS A WHOLE is responsible for the following: following these
rules, with particular attention to those sections requiring agreement or concerted
action between league owners; maintaining the intergrity of the league; conducting
league affairs in the spirit of the Preamble.
