The Kitsilano Renewal Committee was struck by the Kitsilano PAC to represent the PAC in the school renewal planning and design process.

Re: Board Approval of the Commonwealth Report

 

 

The Kitsilano Renewal Committee notes that Kitsilano Secondary School ranks 25/25 in the Report’s raw list identifying a school’s heritage value.  The strategies recommended in the Commonwealth Report does not appear to safeguard the heritage resources of any school, whatever its ranking.  Kitsilano Secondary deserves great consideration as both a community and city-wide heritage resource.

 

Our concern stems from the language on the Report’s page 108, regarding the substitution strategies:

 

If the VSB has already determined that a school on the ‘best three’ list will be replaced, and this determination has received community acceptance, then the next-highest-scoring school within that group (and preferably from the same historical jurisdiction) will be added to the list of significant schools in its place.

 

If subsequent deliberations within the VSB determine that a school on the ‘best three’ list will be replaced, then the same process will be used to find a replacement for the list of significant schools. However, the VSB is expected to make every reasonable effort to retain schools on the list of significant schools.

 

If an individual school building within a school site that is on the list of significant schools should be proposed for replacement, then the value of that building will be considered on an individual basis by the Heritage Group and the community, to determine whether its replacement would be acceptable.

 

 

We take this wording to mean that the VSB could find that Kitsilano Secondary School should be replaced, having said that every reasonable effort to retain it had taken place.  We would want to have the VSB clearly outline their process for community input in these deliberations. We also request that proper input from the City’s Staff and Heritage Commission be considered in any deliberations. Lastly, we request that there be real opportunity for community input, beyond the immediate borders of the school property.
