The St.James-Assiniboia Ringette Association is the governing body that oversees the sport of Ringette in the St.James-Assiniboia area in Winnipeg, Manitoba.
The Executive and Directors are made up of representatives of area community centers, players' parents and resident volunteers.

To promote the sport of Ringette within the municipal district of St. James-Assiniboia

To provide the opportunity for community centers in the District to field Ringette teams and assist each club in the development of its Ringette program

To promote the greatest possible harmony, communication, co-operation, and co-ordination among and between the member clubs of the Association in the interest of Ringette development in the District

To field AA teams, to be called the "St. James Canadettes", in all age categories for which competition is available in sanctioned league play

To provide the opportunity for individuals within the District to participate in organized Ringette

To provide clinics, schools, seminars and tournaments for the purpose of improving the quality of Ringette skills amongst players within the District

To provide funding in the event that should a Canadette team or individual registered Canadette girl win the right to represent Manitoba at the Nationals, they will receive an amount of money from the National Fund. This amount of money will be derived by dividing 45 into the total fund, 1/45th being the allotment per player. The National Fund is to be kept as a separate identity for Canadette Players only, to subsidize these players who represent Manitoba at the Nationals. This Fund is not to be depleted lower than $500.00 in any given year.
Membership:
- Membership in the Association shall be open to all community
clubs in the District of St. James-Assiniboia
- Membership shall be contingent upon compliance with the
Association’s Constitutional By-Laws and payment of the required
membership fee, which shall be assessed annually
- Membership in the Association shall also be open to those
community centers outside the limits of the City of Winnipeg, whose
closest Winnipeg District is St. James and who are granted
permission to play in the Winnipeg Ringette League
Meetings:
- Meetings will be held each month except for a summer recess as
agreed upon by the Executive Officers. A quorum of the Executive
shall be 50% plus one of its voting members. At meetings of the
Executive, each executive member shall have one vote on each motion
presented. In no case shall there be more than one vote where there
are two or more persons occupying one executive position. Where one
person holds two positions, the executive member shall be entitled
to one vote only.
- The Executive Committee shall convene an Annual General Meeting
of the Association for the purpose of reporting on the affairs of
the Association to the general membership and for the election of an
executive.
- The Annual General Meeting of the Association shall be held each
year at such time and place as the Association determines
convenient, with notice in writing to all members not less than 15
days prior thereto, but no later than May 31st of each year which
shall be the fiscal year end of the Association. Voting privileges
at the Annual Meeting shall be restricted to Executive Officers and
Directors, plus a maximum of 5 non-executive members per community
center present will have one vote.
- All regular meetings of the Executive Committee shall be open to
the Public.
- The Executive Officers shall have the power to conduct emergency
business of the Association where it is deemed impractical or
unnecessary to call a special meeting of all Association Members. An
Executive Officer shall call upon the Secretary to phone all
Executive Officers of the Association to obtain a majority vote
regarding the emergency situation.
- A Special Meeting of the Association may be called by an
Executive member with notification to all Association members within
7 days.
Rules of Registration, Transfer and Club Zones:
- Club Zone: the territory of a community club as specified by the
City of Winnipeg Parks and Recreation boundary zones.
- Each player must register with the member club in their resident
zone.
- Even though a member community club does not intend to register
a team of a particular age, the club shall accept the registration
of all Ringette players and convey to the Association those players
which the club is not intending to register on teams in the current
year.
- A Ringette player in an open zone shall register at the
community club whose boundary is nearest the residence of the
player.
- No community club shall accept transfer or released players and
thereby displace a resident player in his/her club residence in
his/her level of play.
- A player wishing to transfer to another community club must
obtain the permission of the Ringette Convenor of his/her home
community club or the club at which he/she is properly registered.
The Player shall get a written transfer in from the accepting
Community Club, which will then be submitted to the Association for
consideration. Any such transfer will be for current season only.
- Players be allowed to play at their level of competitiveness at
the discretion of their District or Regional Association.
- ALL MEETINGS OF THE ASSOCIATION SHALL BE OPEN TO THE PUBLIC UNLESS OTHERWISE DECREED.
