Zarco is La Penita.
You can get there by cab, collectivo van or by walking. You can get
across the estero at the beach at the end of the rock jetty (you'll
have to wade through the water) or across the "Bridge for
Life" (a swinging footbridge) at the north end of Avenido del Sol
Nuevo.....or on the highway (not recommended...it's
dangerous).
