Often when a major road is controlled in split phase at an intersection, this is the setup that is seen. This differs from a regular split phase because pedestrians can cross on either side of the intersection, and each side will always see an arrow when facing green, because pedestrians from the phase before will always have had sufficient time to clear the intersection. What distinguishes this setup from a protected-prohibited configuration is that traffic in the second lane has a choice of which movement they wish to make; a definite no-no for a protected-prohibited installation.
