This is the design approved in the city's policy manual for an overhead protected-prohibited display when there is one turn lane. In the manual it is described as having a yellow arrow, which is why it is here, but I have yet to see such a signal that has a yellow arrow, except for the LED retrofit oddball further down the index page. Although this is an approved design, it isn't very common; there are only 2 intersections I know of that use it.
