CRC Predict - An implementation of the Fresnel-Kirchhoff pathloss prediction model. by Industry Canada, Communications Research Centre.

SCATS - Splatter, Clutter, and Target Signal Model - A radar-oriented propagation model developed by Information Systems Laboratories, Inc. (Vienna, VA).  For a given target/clutter scenario, it predicts the strengths of direct target returns, target returns which have been scattered by terrain features (clutter), direct signal from an interferer,  and interfering signals which have been scattered from terrain features (splatter or hot clutter).
