Individuals who were permanent residents of Vancouver Island prior to the Accession are eligible to claim citizenship. All children born in the realm, regardless of the nationality of the parent or parents, may elect citizenship upon reaching the age of 21. Canadian residents of British Columbia may become citizens following three years residency on the Island. All other persons must follow the normal immigration procedures, with the exceptions noted below.

The Charter of Vancouver Island authorizes the Prince or Princess to grant citizenship to foreign nationals who have rendered extraordinary service to the realm, or who have displayed exemplary and meritorious conduct in public life. In addition, any person of good character who shares the values, principles and vision of the realm may claim the title of Honourary Citizen.
