Process:
A production company must get a broadcasting licence from a broadcaster (in this case the CBC) before approaching Telefilm for funding. Telefilm has an equity position and reviews the finances of the producer and partners. Telefim promotes itself as “cultural investor in film”.

“nothing equals the power of television as a source of shared experiences, a builder of community and a demystifier of difference”
Production partners, such as CBC, are normally partially responsible for and contribute to creative content.
