Mamiya is captured by thugs, while searching for Toki's
whereabouts. Fortunatly, Ken and Rei arrive in time to save her.
She reveals that Toki is being held captive in the city of Cas-
sandra, but Ken tells her to return home. "This is my own prob-
lem," Ken says.

Cassandra is also known as The City of Wailing Demons, due to the
eerie sounds made by the wind. It is an impregnable prison, from
which it is impossible to escape alive. It is said the wind is
caused by the pleas of heinous criminals, begging to be freed.

[Ken explains Toki's sickness]

As they approach the gate, they encounter Raiga and Fuuga, the
guardians of the city. Ken defeats them, but sensing sorrow in
their eyes, spares their lives. Ken enters the city and con-
fronts the warden. [Kills warden]

As the guards surrender and the prisoners are released, Rei and
Mamiya realize that the wailing wind has stopped. Ken prepares
to locate Toki, but is stopped by the sudden appearance of
Kenou's elite guardsmen.

Kenou is a fearsome dictator who has declared himself the supreme
ruler of the Millenium. Nobody knows his true nature. The city
of Cassandra was created to punish those who oppose him.

Raiga and Fuuga rush off to rescue Toki, but they encounter the
guardsmen. They are under orders to make certain that Ken and
Toki do not meet. They activate a trap, which drops a huge stone
block to seal the passage. Raiga and Fuuga sacrifice their lives
to keep the corridor open, defiant to the end.

"Come. There is something I must show you." says Toki. He leads
them to a room, which reeks of blood. The walls are stained with
the blood of the martial arts clans that were killed here. In
order to increase his power, the man called Ken'ou collected
whatever martial arts experts he could find, in order to steal
their secret techniques. "This place was the real terror of Ca-
sandra," says Toki.

Flashback: Ken'ou promises to a man that he will spare the lives
of his family, if he hands over the secrets of his art. The man
does so. "I promised to spare your lives, but you shall spend
your lifetime in Casandra," says Ken'ou, and orders the man and
woman to be placed in different cells. The man pleads that his
wife and child be freed, as they couldn't threaten him, but
Ken'ou replies: "It is my way to eliminate all threats, no matter
how small" (root out source of calamity).

Toki explains: "They were placed in separate cells; in order to
know if the other was alive or dead, they called out each others
name continually. One day, the wife did not answer the husbands
call. Then, the man knew that his wife and child were dead.
Soon, he too died of grief and sorrow. Such things happened hun-
dreds of times, repeatedly"

Jagi and Amoeba were Kenou's subordinates, acting only on his
orders. The new pressure points which Amoeba discovered were
soon reported to Kenou.
