EMPLOYMENT

Ministry of Human Resources, Vancouver, BC                                                            March 2002 – current

Contact: Brett Kelly (604-291-9686)

Working off-site, with a large group of consultants, my job is to ensure that the support systems for the developers and staff are working consistently. My necessary skills range from PL/1, DB2, IMS, JCL and REXX on the mainframe to Visual Basic and VB Script on the PC.  My principal responsibility is to look after the Report2Web environment to make that all users receive their reports in a prompt manner. In most cases I am working individually on short term tasks but in certain cases I will be pulled in to a current project to perform a specific task to assist the project. In all cases I must quickly come up to speed on the task at hand and complete the task promptly.

ARIES Web Express (Jun 2000 – Dec 2001)

This project encompassed client, web-based and mainframe platforms which communicated via MQ and OTMA. My primary duties involved the design specifications, development and enhancement of mainframe IMS transactions written in PLI and accessing DB2 and IMS and triggered via MQ. I was also given the opportunity to perform maintenance on one of the client based C++ programs using Visual Studio.

Claims Supplier Identification Rewrite (Oct 1999 - Aug 2000)

Management decided to abandon ADW as a development tool and therefore no longer had a way of maintaining the sole COBOL system in a PLI shop. Since I was involved in the original development of the system it was my job to reverse engineer the existing code into specs that could be used to introduce new programmers to online TELON transactions. Further duties included training, walkthroughs and coding.

Claims Payment Cluster (Apr 1998 – Jun 1999)

I initially started off this project as an analyst with the task of designing a batch program to replace a series of online transactions and manual procedures to systematically process data originating from out side of the company. While I supported another programmer during his development of this batch program I began work on coding a highly complicated online TELON transaction. Combining some of the code from 8 existing transactions due to the need to process 8 different form types via 1 transaction required careful planning, ingenuity and dedication. The result was a very successful implementation.

Claims Therapy Performance Enhancement (Aug 1997 – Apr 1998)

With an ever-diminishing nightly batch window it was my job to find a way to reduce the run-time of one of the large batch streams. Using STROBE to retrieve the program flow information and EXCEL spread sheets to analyze the results, I was able to pinpoint problem areas of the code and implement changes to significantly reduce run-time.

Coverage and KOL Management System (Jan 1997 – Jul 1997)

Joining a team of ten, I accepted the task of developing a TELON PL/I transaction that could be called by a conversational or non-conversational transaction and would allow the passing of data to and from the calling transaction via an inter-task communication area. I also developed 3 other unique transactions for the Claims Policy Inquiry system. All development and testing was performed on the PC

Claims Supplier Identification Phase II (Jul 1996 – Dec 1996)

Returning to this project because of my previous experience, I was part of a 2 person team to enhance the existing system. The enhancements included a number of complex links to the Customer Directory, which I was responsible for. Of the 15 transactions that were enhanced I completed 11 and wrote 1 new one.

Claims Therapy Project (Dec 1995 – Jul 1996)

Taking over from the lead analyst late in the project, I was required to learn the system and coordinate testing with Claims Development, Claims Operations and MSP Development, as well as, write 2 complex PLI/DB2/IMS batch programs. I was also responsible for migration to production and production support.

Claims Supplier Identification Phase I (Apr 1995 – Dec 1995)

As technical programmer for this four-person team, my previous ADW experience allowed me to mentor the other members of the team while writing all of the common modules and completing 8 of the 15 transactions. Unit testing was completed on the PC using the MicroFocus Workbench, DB22, and ISPF/PC.

As part of a team, I helped develop an on-line system for the Community, Family and Child services division for capturing information received for requests for children and recording the services directed toward children. Development was in IMS, DB2, PL/I with documentation in Script, Word and Powerpoint.

As a member of the team supporting the Corporate Capital Tax System, my responsibilities were the analysis of new requirements for two major enhancements. The first was for tax return changes as a result of new legislation and the second was the addition of image enablement. The analysis was done using ADW.

As one of four technical supports for the MIS Central Registry and GAIN system projects, my initial duty was to re-write the developer’s workbench in CLIST, REXX and DB2.  Further duties included maintenance of PL/I IMS common routines and applications and problem resolution involving JCL, DB2, IMS and PL/I.

Ministry of Finance, Victoria, BC                                                                                   November 1992 - April 1993

As a member of the Corporate Capital Tax development team, I was responsible for developing both on-line and batch programs to run on the BCSC MVS mainframe. The system was developed on a PC workstation using ADW to generate COBOL/DB2. Compiling and testing was accomplished using MicroFocus, IMS Stingray and XDB.  The tested programs were then migrated to the mainframe for final testing.

As a contract programmer on the National Summary Billing project, I was responsible for providing technical support to both the development and testing teams. My duties included developing technical standards, developing and maintaining a batch testing facility and automating the migration of IEF and JCL.

I was a contract programmer on the Customer Information System working as the senior programmer on the Billing Subsystem.  I was responsible for creating the development standards, developing the major billing programs and for supervising ten other programmers on the project. I also developed several CICS transactions and ISPF dialogs for the Accounts Payable System.

Previous Experience                                                                                                           July 1983 - September 1989

As an employee for the Insurance Corporation of British Columbia and member of the Development Support team I provided consultation on ISPF and program design/coding, I implemented Edit Macros and Clists to enhance productivity and wrote 3 transactions for the TELON pilot project. For 3 years prior to this I maintained a group of large PLI/IMS batch programs.

As a programmer for Parry Software I developed programs for an Executive PC desk and wrote a menu development facility. At Channel Productions I worked on a DEC PDP 11/34 in the development of a mailing list program.
