"problems" in the middle of the 20m Band....

You have a big challenge ahead of you cleaning up the ARS, which has
been allowed 'to go to seed' and worse under the tenure of your unethical
predecessor.... I say "unethical"
advisedly [and under-statedly, since it's personal], because Riley
HOLLINGSWORTH should have been fired for cause, were the
then FCC a semi-ethical organization, by 9 AM on the Monday immediately
following his 2007 Dayton Hamvention Speech....

Thank you for the warm welcome. I will
admit that, yes, your call sign is familiar to me
after reviewing all the backlog and assorted cases here in my new
office. I do not, however, pre-judge either people or cases – so I am hoping that we can work together for longer than
the obligatory 100-day honeymoon period. In any event,
I certainly hope to succeed in cleaning up the bands; or at least cleaning
them up as much as I am able. I will commit to trying my level best
at the very least.
You mentioned that you
were being re-broadcast while you were typing your email. Do
you have any idea as to who might be re-broadcasting you? If we can
determine that – we might go far toward clearing
your name of some of the allegations that have been leveled against you.
While clearing your name might not be of great importance to you, it may
just help me out on this end by ending (or at least minimizing) some of
the complaints that come in to our mailbox here at the Commission.

you for your quick and seemingly kind reply in all the
circumstances....
Hopefully,
this small courtesy augurs well for you. But, as you
know, it will be your substantive deeds and
especially results, not mere words, that
will determine your success or otherwise. And, you
obviously have a very steep learning curve ahead of you....
I'll
address the points you raised....
Concerning
my name/call-sign.... At the risk of sounding ego-centric, I
would have been very surprised--and would per force have had to draw an adverse
inference about your veracity--had you averred that you have never heard
of me, your newness in the position notwithstanding.... This, in part,
because due to certain deliberate aspects of my on-air/Internet operations
and otherwise, I arguably am a contributory
reason for your very appointment. This also, because I'm
occasionally copied [BCc or otherwise] by various and sundry, typically
unsolicited and sometimes even cogent others, who have over the past
several years complained to the FCC about the attacks on me by the
"14.275 MHz Mafia" [(c) Steve K9ZW--incidentally, no friend of
mine], as FRAUDulently organized by Brian CROW K3VR. And then,
there is my black-hatted "Fan Club"--several FRAUDulent websites
at 1st blush 'as if mine' included--led by Brian K3VR....
I
am also encouraged that unlike your predecessor, you
ostensibly do not pre-judge people and cases. I expect nothing less by way of
Fairness and responsible administrative behaviour. Unfortunately, as my
~polite, extensive, nearly year-long initial contacts with Riley
HOLLINGSWORTH [which you should carefully peruse] evidence in
part--and the recent scathing Report from Congress illustrates in
general--this Canon has mostly been observed in the breach by your
predecessor/the FCC....
Further
to your query as to who might have been FRAUDulently re-broadcasting
me on 14.275 MHz.... I have every reason to believe that the audio clip--originally
ably digitally re-mastered by Brian a few months ago--was most likely
re-broadcast by Mike GUERNSEY KZ8O as usual....
FYI
as I was typing this I heard a variation of the above clip being
re-broadcast on 14.275 MHz at ~1800 HRS EST today by the self-same Mike
KZ8O on top of a Gary WA5GFO from OK who had by then been on freq. for
some time in QSO with a 'Ted' JH7XED from Japan. After
several QRM'ing re-broadcasts--N.B. "expertly" keyed, as
usual, so as to obliterate the weaker Japanese station--Gary started
to complain about the "VE7 station"
supposedly jamming/QRM'ing him and repeatedly stated the obvious, viz.: that the freq. was
in use.... I therefore very laconically advised Gary, whom I don't know
from the proverbial Adam, that the clip being used to QRM them was a
'spoof' of my call-sign/voice, likely coming from KZ8O near Kalamazoo, MI.
Surprise, surprise, ~immediately after Brian CROW K3VR
anonymously broke on freq., joined within seconds by Randy BEST W7CPA [one of the
14.275 MHz Mafia], all three of whom appeared to be
waiting in the weeds by pre-arrangement.... They eventually drove Gary and
'Ted' off the freq.
FYI
Brian K3VR initially talked about you generally, then specifically to the
effect that you're under-funded and that [N.B.] you/the FCC likely
won't go to the trouble to catch a perpetrator [i.e. them].
He then twice in succession FRAUDulently accused me of
jamming them and later, using another Bald-Faced LIE as usual [and barely
able to suppress his mirth], perversely said words to the effect that
'I was QRM'ing myself, but from a remote station I had set
up in Kalamazoo, MI'.... The fact that the freq. was NOT mine [and
the fact that except for the short one-sentence 'heads up' to
Gary several minutes earlier I was NOT on freq.] also did not seem to
phase Brian or Randy W7CPA his co-conspirator....
You
might want to contact Gary WA5GFO who by then appeared to have figured
out what was happening--as well as listen to the attached
self-explanatory sound clip evidencing most of this.... Oh, BTW neither
Mike KZ8O nor his control Brian nor Randy ID'd throughout the time I
heard them, which was the better part of a half-hour in total....
Suffice
it to say, I don't think that you have a clue what you're up against.... Even more
to the point, you may have been set up to fail, by the very
Criminals with an inside track at the ARRL/FCC who have been causing this
mayhem on 14.275 MHz for nearly 8 years.... In that sense, I
pity you....
Finally,
I'm perplexed by why you appear to believe that 'clearing my
name might not be important to me'.... Have you perchance, like Riley
before you, also been drinking Brian CROW K3VR's psychotic swill? Allow me
therefore to gainsay you in no uncertain terms! I can only surmise that
you said this because: you're young [and maybe spoiled--Pepperdyne, which
I have visited, refers]; a silly woman [possibly of easy virtue];
untraveled [like most Americans]; unschooled in History [ditto];
obviously one who knows nothing of the Officer Corps ethos in the Profession of Arms--and
arguably most importantly, you obviously know nothing about the typical
Polish character.... Oh, BTW have I mentioned that you also appear to have
been snookered by Brian K3VR?
In
closing, I'll be frank with you, even if the idealist in me hopes that I'm
wrong: I generally think you're another patsy in the continuing
and deeply entrenched ARRL/FCC Force & Fraud regime....

- There was a very long delay between my acceptance of the job and my
actual reporting date (somewhere in the neighborhood of 2 months).
Quite a number of folks at the FCC knew I was coming – they just didn’t
know when. I can only surmise that you are correct, someone internally tipped off the blogger [ß K3VR]. I have my suspicions as to
who that might be, but there really isn’t much I can do about it at
this juncture.

respect, your comments/questions/intention re: KZ8O tell me that you DON'T understand the extent and severity of the
problem.... My
recent "allegations" as you put it, would in my opinion NOT even
justify a one word footnote in the larger KZ8O/nd8v scheme of things!
Your
primary complaint file alone, by various and sundry [mostly unknown to
me] on KZ8O the ex-ND8V is >1" thick, going back
>decade.... I suggest that you date-order, peruse and do triage on it,
separating it into: a 'he said she said'
pile; a 'maybe' pile; and, a pile that
appears to have face validity. Put the 1st
two categories away, because you won't live long enough to deal with them
and the new allegations/transgressions that will be coming in to you about
KZ8O/nd8v weekly, if not more frequently.... Never mind the
"tougher" cases that you'll need to wrap your mind around....
Then,
I suggest that you read/peruse "THE LIFE of RILEY" at one sitting, for context:

Then,
I suggest that you print out, peruse and do a
similar triage, as on your KZ8O/nd8v file, on:

Then,
compare the two 'high-grade' piles from

Only then will you begin to have a fair inkling of the
magnitude of the KZ8O/nd8v problem on 20m....
Your
contacting/writing KZ8O a letter about the latest so-called
"allegations", especially with my name attached, is a waste of
your time/not worth the postage and after ~8 years on my watch generally
and in view of Riley's documented "deals" with ND8V/kz8o &
Brian CROW K3VR behind the scenes, would be highly counter-productive for
you in the larger scheme of things....
Next,
I suggest that you do the same 'triage' thing with say: W4NTI, N1FM/n1sob,
etc., on your files and on the respective "I COULD NOT HAVE SAID IT BETTER MYSELF"
sub-sections on my website.
Only
when info. by this background--and keeping in mind that Brian
controls them--might you be in a position to tackle the much more
difficult but central Brian CROW K3VR file.... But, this will take much contra preferentum and
between-the-lines reading of all the 'snitch' letters Brian CROW wrote to
Riley and elsewhere.... It will also require
much intellectual horsepower, not the least of which should be
expended on getting up to speed on Socio/Psychopaths.... Whatever you do,
DON'T underestimate the DEVIOUSNESS and MENDACITY of Brian CROW K3VR....
He's the most deviously accomplished Socio/Psychopath that I have met in
my life....
Speaking
of contra preferentum,
once you figure out the rough extent of the swamp
into which you have blundered, you might also profitably do a review of
the fundamental fairness/soundness of Riley's past decisions--and ex abundanti cautela vacate any that, for
example, had Brian CROW K3VR as the initial complainant, primary
witness or showed any other traces of his 'pecker tracks' thereon,
whatsoever.... The public retraction of even several such
"unsafe" and/or unfair decisions should be 'cheap like borscht'
for you and would go a long way w/i the ARS to show your independence from
the discredited Riley regime--and
right more than one injustice crying to Heaven for
redress....
I
don't envy you.... You will need to expend a lot
more effort to adequately wrap your mind around the ARS problems/get ahead
of the problem curve.... Throughout, you'll be in danger of getting
co-opted and/or captured
by elements of the corrupt Riley culture
still hiding at the FCC, the ARRL and elsewhere.... But, if you're
serious, determined, have the organizational mandate/backing--and above all are principled--you might have a
chance. As for the 14.275 MHz problem, despite its seeming complexity, the
required solution is brutally simple: permanently
cut off the "head" and that of one or three of the chief
'muscle' thereon--and the rest of the problem children will scatter
like the cowards that they are....

FYI Because I generally understand from Mark KB9RQZ that you may be
re-investigating the SOS Hoax against him,
as botched [or worse] by your Riley last summer....
If
so, you should find this contemporaneous ~middle e-mail in a group of
similar ones, of considerable interest....
There
are other e-mails, notes of telephone calls [to USCG/CCG],
etc., before and after this, which when taken together, inescapably
point to K3VR, W4NTI & KZ8O as either the
direct perpetrators or as the inciters of the perpetrators in the
several SOS/Distress Hoaxes--against Mark as well as myself....
As
someone who once upon a time went down to the sea in ships for a living, I
resent these destructive Criminal games, especially when the
Criminals try to pin them on innocent others....
Get a grip of the Criminals/on the situation before someone
gets killed....

the recent CQ World-Wide Sweepstakes Contest....
As
you probably know and/or can surmise, most Contesters typically are very serious
and highly experienced amateurs....
Concerning
objectivity generally, note that to the best of knowledge, I do
NOT know ANY of the authors/Contesters and to-date have NEVER corresponded
with ANY of them....
Note
also that two of the presumed Contesters [David AB7E and Jim W4LC], appear to
have been 'snookered'--or worse--by the goings on ~14.275 MHz generally
and the artfully 'doctored' re-broadcasts of my call-sign, etc. in
particular....
I
will not lead you here, except to say that you may possibly want to take
my citing these obvious 'outliers' in the group as ~'an
admission against my own interest', with all that imports in law....
But,
because you still have ~85 days left, I'm irrationally optimistic, your
'newbie' status notwithstanding, that you won't be snookered by these....
In
closing, you might therefore want to contact each and every one of
these presumably very serious and highly experienced amateurs [e-mail
addresses are shown in their posts for your convenience], virtually all of
them HAMereekan and at least consider any of their additional cogent
observations/comments, about what they so recently, multiply and
repeatedly experienced ~14.275 MHz.

about the 'doctored' defence, especially from Psychos
who, as you know, have already formally lied to you and will for
the foreseeable future, unless you put a halt to it....
FYI
I usually operate near the close of propagation on the East Coast which
for all practical purposes at this time is shortly after nightfall.
I
do that purposely, on the hope that I'll be able to operate unmolested
along the Grey Line especially to Central and South America while the
QRM'ers, most of whom are East of the Mississippi, start to lose
propagation....
….
OK on the independent party, but remember the vagaries and
imperatives of propagation on 20m....
Your
monitoring station should be > 1,000 mi. away from the QRM'ers [and me]
and preferably not too far off to one side [South] of the path....
This,
because there is a totally different 'radio horizon' south of ~the
Northern CA/OR border and West of the Mississippi and sometimes even
throughout the South....
Also,
remember that the QRM'ers purposely direct their antennas North West at
me and transmit typically on top of my correspondents, because they
can not obliterate my strong signals, even when I only run 100 watts
to their ~2,000 + watts....
As
I mention in the other e-mail [yet to be sent], if you want to kill two
birds with one stone and walk a quarter-mile in my shoes, engage your
Seattle Field Office....
I
did that to very good effect, for a time, with your Mr. Anderson who was
i/c of the Seattle Office a handful of years ago....
Assuming
whoever succeeded him knows their HF and they have at least a coat hanger
for an antenna, they'll hear ~80 % of the garbage that's directed at me
virtually every time I operate and there should then be no questions that
the QRM was monitored "by the Commission"....
Another
thing about propagation/timing....
The QRM'ers are relying on Gettysburg/Washington being
too close for them to be heard there.
Also,
they presume that most civil servants are going home after 1700 EST and
some may be cutting hours/days on Thurs. & Fri. afternoons especially
and are not on duty at all on Sat. & Sun.
Thus,
during the week, the most mayhem generally will be heard on Thurs. &
Fri. afternoons, while on week-ends, it's more variable....
Tomorrow
being Sat. for example, I often try operating in the morning to contact
people who work during the week....
Irrespective,
monitor whenever you can [I might even send you the occasional
heads up of when I intend to be on]....
I have absolutely nothing to fear....
Do
caution your station, however, not to jump to confusions
about causes/effects especially, if it should start listening in the
middle of a fracas and/or only hears one side....
This,
because even though I invariably start my ops as a model radio amateur, in
MY Canada I still have the unabridged right of self-defence and have been
known to use "colourful diction" to call
a spade a "fucking shovel" when required....
As
to your comment about blame....
I/those
of us occasionally using ~14.273 MHz did so w/o incident for years until
14.275 MHz became a problem in 2001, chiefly from attacks by the VERY SAME
individuals now attacking me, the sole survivor thereof....
I know that your immediate problem would go away--for a
time--if I simply shut up or better yet, went away....
But, that won't happen....
And,
even if I were to go away, the 14.275 MHz history and other evidence shows
that this would truly only be for a time....
Laura,
it's much too late for shared blame....
This
is now overwhelmingly so one-sided and personal….
….
For you to think that I shoulder even a small but meaningful
measure of blame in this outrageous situation is preposterous!
Irrespective,
I operate w/i the laws of MY Canada, which I know
better than most....
I do not attack anyone--while a couple of handfuls of your
licencees demonstrably do, routinely and as your records show, have for
decades....
If you're prepared to deal with them, effectively and
soon, you'll have my support and co-operation.
If
not, all I can say is: Good Luck!

- Normally I would not get
involved in what on the surface appears to be a "he said/she said" type of dispute….
I do feel,
however, that some guidance is necessary (that and the fact that I have
just about reached the end of my rope with all the players in this little
drama!).
Randy -- I don't
particularly like what Karol says on the air -- but that does not
mean that you (or anyone else) has the right to try to drive
him off….and to
tell you the truth, even if I did have jurisdiction over Karol (which I DO
NOT) nothing that I have heard thus far rises to the
level of an actionable complaint….
Indeed, were Karol an
American, his speech would fall squarely under the 1st Amendment -- you know that thing many of
our forefathers fought and died for (not to mention our troops overseas
right now). When you call yourself patriotic, built within that
statement is the acceptance of the Constitution and all it entails -- free
speech is one of the cornerstones of that fine document. It doesn't
mean only the speech YOU agree with; or only the speech that the majority
of folks agree with; or even only speech that isn't offensive to most
mature, rational adults. It means ALL speech -- the good, the bad, and yes, even the ugly (as Karol is quite often wont
to spout)….
I have requested
that Karol tone down his "act"….
He is going to
continue the "act" -- and you guys thus far have demonstrated
that you are going to continue falling into his trap. What does that say
about the cognitive abilities of the Americans as they are all being led
around by a master manipulator?
What is within the
confines of the rules, however, is the fact that I can (AND WILL) enforce the rules
against any Americans who cause harmful interference to Karol (and any of the folks who elect
to engage him in QSOs). Let me repeat that so everyone understands
it -- RETALIATORY JAMMING WILL NOT BE TOLERATED AND IS
IN VIOLATION OF THE RULES!
I hope you all got
my message here -- I have just about had it with
the juvenile antics on the part of the American licensees. By the way, playing
bulletins and tapes of a deceased licensee repeatedly in an effort to tie
up the frequency so that Karol (and others) cannot use it actually does rise to the level
of malicious interference -- and is subject to a possible enforcement
action. Likewise, I won't even go into the ridiculous sound effects, endless
playing of music, and general pre-pubescent behavior that quite a number
of folks engage in on a daily basis at 14.275 -- again, all in an
attempt to prevent Karol from engaging in QSOs. It needs to stop and needs to
stop right now!
Can you
tell I'm pissed? If you haven't yet figured it
out let me clue you in here -- this behavior either stops now
or everyone involved will find themselves on the receiving end of
enforcement letters. This is an absolute disgrace --
I know kindergarteners that have shown a higher degree of maturity than
the whole bunch of you!!
