Cool air is dense air. Dense air has more oxygen per volume. It burns better. One way to get cool air to you motor is to keep the engine running cooler. Lowering the temperature at which the fan turns on and the thermostat opens keeps everything under the hood a little bit cooler.

The surprise benefit to trying to keep the engine cooler was that the interior of the car seems to stay cooler. The engine isn't quite as hot so it doesn't pass that extra heat along to the passenger area.
