I have been working with Safety/Legislation in Manitoba since the first meeting, December 30, 1975 in room 21, Building 15, 139 Tuxedo Blvd. Initially, Marv Ginter, Doug Bodnar, Don Daley and Bill Noakes proposed to the MB Motor Vehicle Branch that the VESC-12 regulations be adopted for MB as they were in forty-four of the American States. As both a member of MSRA and as a Retailer/Stakeholder (I had a speed shop called DragMart Speed SHop, 939 Notre Dame) I was invited by Marvin to attend the meeting discussing this request. I still have my copies of this request and the VESC-12 that was presented for adoption.

The proposal included bumpers and fenders be required, and, yes, that the front tires be at least 60% the width of the rear tires.

Bumper height minimum, originally sent at (some part) must fall between 16 and 22 inches from the ground was changed to 13.7 to 21 inches later.

Windshield minimum height was changed from the VESC-12 measurement of a minimum 6 inches, to 10 inches.

Seat belts (min. type 1) required if the vehicle is modified (Specialty Vehicle).
