Several hundred trained and certified disaster child care volunteers stand ready to provide child care at disaster sites anywhere in the United States. Identified by blue-checked smocks worn over large loving hearts, these volunteers provide comfort, encouragement and offer the healing touch young children need in traumatic situations.

Compassionate care givers comfort the children as they are guided toward activities designed to relieve stress and calm fears. Children receive the attention they need in a safe and friendly environment in the company of other children whose lives have also been disrupted.

Parents are given freedom to begin cleanup, search for shelter, or secure assistance with the reassurance that their children are in good hands. Parents are helped to understand their children's needs in the aftermath of disaster. When Disaster Child Care is provided, disaster case workers are not distracted from their tasks of providing relief as quickly as possible.

Emergency Social Services (ESS) :

Emergency Social Services (ESS) :

Within the British Columbia legislative framework, the Provincial Emergency Program, Ministry of Public Safety and Solicitor General, is responsible for planning and coordinating provincial government involvement in the provision of ESS during an emergency or disaster in British Columbia.

The Provincial Emergency Program's ESS Office works with other provincial ministries and corporations to ensure a coordinated approach to the delivery of ESS across BC.

The ESS Office also:

  • Provides overall leadership and coordination of ESS across BC;
  • Supports communities in building capacity and planning for and operating ESS;
  • Provides training to volunteers;
  • Manages contracts with ESS Support Organizations;
  • Works with local governments, provincial ministries, federal government departments, non-government organizations and other key emergency management stakeholders;
  • Provides volunteer support;
  • Ensures that ministry staff are prepared and available to assist local ESS teams;
  • Supports local and regional level ESS responses to disasters and emergencies; and
  • Manages provincial level ESS responses.

Christian Reform World Relief Committee:


The Christian Reformed World Relief Committee (CRWRC) is a relief, development, and educational ministry supported by the Christian Reformed Church in North America. The CRWRC provided Canadian Disaster Child Care Society with a start up grant to provide support to it's caregivers.

Emergency Social Services Association (ESSA):

ESSA is a British Columbia non-profit association established to support ESS
volunteers and communities in British Columbia in the development and maintenance of their emergency social services program. ESSA is not an Emergency Response Organization.
ESSA's role is to provide assistance to more than 5,500 community ESS volunteers around the province through a variety of programs. These services include the appointment of regional representatives who support ESS volunteer activities in their regions, educational seminars, regional information sharing meetings, a quarterly newsletter, as an advocate for their needs, and through volunteer recognition initiatives.

Justice Institute of British Columbia (JIBC):

The Justice Institute of British Columbia (JIBC) develops, delivers and evaluates emergency management training, which is offered free to those involved in emergency activities: municipal, federal, provincial and First Nations staff and volunteers in British Columbia.

Through its ESS Academy the Justice Institute trains and supports communities to develop, deliver, evaluate and follow up their own emergency exercise programs.

NGO Council, Non Government Organizations Working on behalf of Persons Affected by Disasters in Alberta (NGO):                                   

The NGO Council is an Alberta committee of Non Government Organizations who have agreed to guidelines for cooperation to reduce the possibility of duplication of effort and any resulting waste of resources that come from an uncoordinated response to the needs of disaster victims and evacuees. Committee members include Adventist Development Relief Agency, Canadian Red Cross, Christian Reform World Relief Committee, Canadian Disaster Child Care Society, Mennonite Disaster Services, St. John Ambulance and Salvation Army.

The NGO Council has published "The Disaster Help Book for Alberta" which provides a list of resources available from Non Government Organizations who operate province wide.  The Disaster Book is available on their web site.
