Search for Brinalas near the Lord House in Blakedown (C). He will send you to collect 8 treats. He gives you the 1st one.

The other 7 treats are in:
1. Freeport - Behind the wall where the Fireworks merchant is.
2. Qeynos - If you go from the Coach to the city you will see him before you reach the towers near the road.
3. Halas - He is in the middle of the Brige.
4. Moradhim - He is aside from a wall near the Spiritmaster that is near the Coach.
5. Rivervale - He is on a hill with a huge torch.
6. Klik'Anon - He is near the spot of the Klik Teleport rune
7. Neriak - near the Enchanter who gives the sproket quest, before you enter the city to the left.

After you get all 8 treats you must go to Colondrige Cemetery, go near the Elder's Tomb and search for a pop up that will take the treats and then a witch will spawn. You must kill the witch and loot her Gem.
Note: The level 60 pop-up is located at a large tree just off the South East corner. The witch will be a level 60 caster with high resists. If anyone has locations of other level specific popups, let me know please.

Then, head to FW, near pillars, there is a woman named Mariella - talk to her; she will send you to Bernaby Priceton who will tell you that you have been the victim of a really bad joke, and change the gem for a new 1 that is a 1 charge costume.

Reward is Jesella's Radiant Gem, one charge, description reads "The gem begins to radiate energy". Its a red wraith costume (like red mobs at phants).
