http://www.inukshuk.ca/
"Inukshuk was formed in August 1999 by Microcell Telecommunications
Inc., a Canadian wireless telecommunications company best known for
its Fido® brand. Inukshuk applied to Industry Canada in October 1999
for 104 MHz of new spectrum in the 2500 MHz range (the Multipoint
Communications Systems (MCS) band), proposing to build a
high-speed wireless network based on Internet Protocol (IP) in the 13
regional service areas defined by the Department. In the first quarter of
2000, Industry Canada awarded 12 of the 13 available MCS licences to
Inukshuk. These 12 licences, in which approximately 29 million
Canadians live, cover all of Canada except Manitoba and
Saskatchewan.
Inukshuk’s objective is to become Canada’s premier provider of
wireless broadband Internet services. To accomplish this, Inukshuk will
build a wireless broadband infrastructure operating in the MCS band in
all of its licensed service areas. In Canada’s North, Inukshuk will work
with its regional partner, Nunanet Worldwide Communications Ltd.
Inukshuk expects to offer Internet, data, voice and multimedia products
and services. Inukshuk’s MCS network will be available on a bundled or
an unbundled wholesale basis to third-party service providers.
In order to make its services available to as many Canadians as
possible, as quickly and as cost-effectively as possible, Inukshuk will
leverage the management and operating expertise, distribution
channels, network assets, customer care, back-office support, and
other strengths and assets of Microcell, where possible and
appropriate.
Inukshuk has not yet selected the technology it will deploy, but it is
working with a limited number of potential suppliers to finalize its
selection. Once the specific MCS network technology and vendor have
been chosen, Inukshuk will begin deploying its network. This
deployment is scheduled to cover 50% of Canadian households by the
end of the first year of deployment, and reach all 12 licensed service
areas by the end of the third year."

Papert also speaks of learning about technology through 'computer immersion'.
