Dead load is the actual weight of the supporting structure itself.  This load must be supported at all times or the object will collapse!

An engineer tries to make the dead load as small as possible while still keeping the bridge strong and safe to use.  The less of a bridge's load-carrying ability is used up in dead load the more that can be used to allow things (live loads) to cross the bridge.
