Located on Reuter's Island at the mouth of the Santa Clara Channel in Coast City, Stronghold is a Class-1 Secure Institution that operates under the joint auspices of the Federal Government and PACF. The island itself and its immediate surroundings are a tightly-controlled locale off-limits to casual visitors, in the midst of by a two-mile diameter no-fly zone. Trespassers upon the controlled area will receive one warning to turn back, then be met by automated countermeasures designed to prevent the escape of the supervillains imprisoned herein.

**WARNING: Given the recent attempt upon Stronghold, and the attack upon the Hard Rock facility, all visitors passes are cancelled indefinately. Lethal force will be used against any unauthorized intrusion into the Stronghold restricted zone, without notice. Please contact the Warden for further details.
