The Outlaws appear to comprise a supervillain group formed by escapees from Hard Rock. It is known for certain at least that Madcap, Freon, Ogre, and Thunderbolt joined forces only in the aftermath of the prison break. No information is available on the prior whereabouts of Inferno or Windstrike. Possibly all members of the same cellblock.

Arriving in Coast City a week after the breakout, the group sought to make a name for themselves by taking down the Knights of the Coast, and in fact managed to handily do so at the ill-fated school rally. Needless to say, the Knights are spoiling for a rematch.

While the true heirarchy of this group is unknown (and they seem to be loosely-aligned at best, and voted on their name), during the lone encounter with them, The Outlaws seemed to follow the orders of Madcap. Conversely, Windstrike played only a very limited role, and might have been directing their efforts or acting as a liason to the Conspiracy.

After a dust-up in the group leadership which saw Madcap leave the team (and after they were infiltrated by Hazardman under the guise of Die Hard, the group was encountered again by a vastly changed Knights of the Coast while acting as the unwilling pawns of the Crimson Claw outside his lair at Devils Tower, Wyoming. In this encounter the villains were defeated to a man, and Hazardman liberated. Windstrike's status as a lieutenant of the Crimson Claw was also confirmed by his inside knowledge.

    TACTICS  :  Freon preferred to hang back and nuke an opponent from range, and wasn't fussy about concentrating his attacks to keep from striking his allies. Capable of desolidification, Freon can be a difficult man to hit. Reportedly vulnerable to heat/fire attacks.

    MORALITY :  Villain
    STATUS   :  Hard Rock Superprison
    TYPE     :  Blaster
    GROUP    :  Member of The Outlaws.
    TACTICS  :  Inferno was one of the more vindictive of the Outlaws, callously threatening the lives of superheroes and flinging flame bursts around in a crowded and locked gymnasium. He also attacked one of his own teammates when caught in the edge of an AE blast. Dressed in a powersuit, he has moderate defenses but packs a pretty good punch.

    STATUS   :  At Large.
    TYPE     :  Gadgeteer
    GROUP    :  Former member of The Outlaws.
    TACTICS  :  Likes to sit back and taunt his opposition, who he removes from the fray in one way or another (non-lethally) using his bag of tricks. Delights in humiliating an opponent more so than subduing him with violence. Very nimble and difficult to hit even when one gets close to him.

    MORALITY :  Villain (Smash!)
    STATUS   :  Hard Rock Superprison
    TYPE     :  Brick
    GROUP    :  Member of The Outlaws.
    TACTICS  :  Ogre is a very tough nut to crack. While intellectually not the brightest bulb, he more than makes up for it with a considerable toughness. Went toe-to-toe with Phoenix for a considerable length of time without seeming to suffer for it. Should be taken out with mental attacks and/or NNDs if possible.


    NAME     :  THUNDERBOLT
    MORALITY :  Villain (Mercenary)
    STATUS   :  Hard Rock Superprison
    TYPE     :  Blaster
    GROUP    :  Member of The Outlaws.
    TACTICS  :  Thunderbolt was capable of a strong mix of ranged and close-in attacks, and possesses a particularly effective Thunderpunch. Defensively, he has decent forcefields, which he can buttress to become a damage shield as desired. With powers based upon electricity, suggest possible use of water/metal attacks against him.

    STATUS   :  At Large.
    TYPE     :  No Data
    GROUP    :  Minion of the Claw attached briefly to the Outlaws.
    TACTICS  :  Ninjitsu. Can be very difficult - even downright impossible - to see, even when in close combat. Prefers to strike invisibly from ambush, though he can be drawn into hand-to-hand combat by a worthy opponent.
