Tribunal - were smashed in the course of the
battle between the Knights of the Coast
(intent on rescuing their comrade) and the forces of Dr. Cyclops
within the Humanidyne labs.

The unholy sword, once possessed by the supervillain known as the
Dreadknight, but originally owned by the
Dark Paladin. When he was
resurrected and attempted

recapture was later attempted. Kept for safekeeping by the group,
it was stolen while they were absent in South America
and is believed to now be once more in the lands of the Fae.

EXPLANATION : |
Said to be written in the blood of beings no longer known to humanity, its pages
were scattered across the known world in an effort to prevent any from assuming the power
contained within its eerie leather bindings. Several mystics have attempted to gather together
these pages (with mixed results), including Dr. Diablo.
Among those known to be detailed in the Black Book are the Demonlord Magog the Ravager,
the ancient Blood God Karne, the Mighty Wyrm Shuddle-Melle, and the nameless
Shamblers from Beyond.
The group encountered the dread power of this tome (whose use was also associated with the
corruption of the Dark Paladin), when
Dr. Diablo attempted to use a portion of it to bring about
his Apotheosis. Also used by a powerful vampire in an attempt to call
forth the Blood God during the March Crisis,
an attempt which was foiled by the Shadow Warriors.

Amongst the most architecturally impressive and symbolically important buildings
in the world, the Capitol Building in Washington, D.C. has housed the meeting
chambers of the Senate and the House of Representatives for almost two centuries. In the
current tumultuous age, it has born silent witness to an historic
speech by Captain Thunder (and
his subsequent trial for treason, a trial which was interrupted by
further Exotic violence), as well as an attempted massacre of the
Senate by the robotic minions of The Industrial Revolution.
This last plot (which caused moderate damage to the building) was foiled only by the
intervention of members of the (outlawed) Knights of the Coast,
The Minute Men and The Old
Guard.

CHAMBER, THE |
| |
EXPLANATION : |
Located deep beneath the Lincoln Memorial is the secret facility once
known as the "Star and Stripes Chamber" (while it was used as a base by the
Super Squad), then as the "Star Chamber"
during the late eighties. Nowadays, during the tenure of its current occupants, the
Minute Men it is simply called "the Chamber".
Originally it was merely a place for meetings and communications, since most of the time the
occupants were on good terms with the Government and so had access to military facilities for
live-fire exercises and the like. The primary security was its secret location. In the
post-Keene era, it has gone through a round of upgrades and
had more hardware added to the computer system. And of course a direct line to top executives,
including F.O.R.C.E..

CHANNEL ISLANDS |

EXPLANATION : |
Numerous small islands, mostly undeveloped, dot the Eastern and Western seaboards
of Coast City. Numerous supervillains have used them as a convenient base for operations in
the city, including both MAYHEM™ (while attempting to
hold the city for ransom) and The New Injustice
Gang (while attempting to subvert Victor's satellite). This
latter base (located in a semi-dormant volcano) saw further use when the
Knights themselves occupied it while on the
run from the law.

EXPLANATION : |
Cipher possesses a number of cats which share
her portion of the Redoubt. These are the butt of a number of
jokes, particularly by Sub-Zero who claims to have ordered a
"Laser Cat Defense Matrix" to dispose of any of them, should they stray from her portion
of the base. When the base was raided by robotic
ninjas, these cats sought hiding places all over the base (and a couple received relatively
serious injuries), leading to a problem in rounding them all up again in the cleanup afterward.

EXPLANATION : |
The main base of the Hero Collective is
the Citadel, a secret complex buried within Cheyenne Mountain, Colorado.
This installation was overseen by the A.I. entity known as Galahad
prior to the raid which saw the apparent destruction of that entity,
and loss of the base to the Knights.
Weeks after these events, the group was called upon to rid the Citadel of another
infestation; the presence of a number of robotic servitors of the
Scarlet Centurion. Declared a restricted zone, the
government is trying to keep a tight control over who has access to the defunct base.

whose name means "Serpent Skirt," is horribly depicted as a woman wearing a skirt of snakes and
a necklace of hearts torn from victims.

A technological device intended to control a subject

Ophidian tongue. These units are capable of delivering

removed (as will a sister-collar that is linked to the one worn; knowing that one risks an
unknown ally's life reduces the chances of a subject trying to jimmy the collar).
Cipher managed to figure out how to remove such collars safely
(working with the assistance of Starfire and
Tesla) and retains possession of one, which she can use to
force-teach someone to speak Ophidian.

Located in upstate New York State, this complex was once a rich estate

supervillains, such as the Man-Mountain, The Harlequin,
Mr. Eclipse and Phantasm.
It is still in operation under the direction of Dr. Marcel
Bower.
[In the group's original timeline, it was again abandoned. Some time later they tracked
Wraith to this site and entered the
decrepit asylum, only to find themselves in an extradimensional abode of
madness and evil. Their escape through time
enabled them to change history and prevent the series of events that would lead to this
subsequent abandonment.]

Originally an society of globetrotters formed long ago, this club fell on hard
times, but has recently been revitalized as a meeting ground for a variety of costumed

and owned by Darius Quest, the son of the original
founder, Ulysses. Suffered severe damage during the
arson attack upon it by the radical PureBlood
organization.
When the group was stranded in the past, they made this
their base of operations after begging the assistance of its
founder. |

EYE OF AZOTH |
| |
EXPLANATION : |
According to Tobin's Spirit Guide, "Azoth is one of the many names
for the blind, mad god trapped in a prison beyond the stars themselves. (Azoth, A'zor, etc.)
Curiously though blind, many references have been made regarding Azoth's eyes (see Al'Hazred,
Crowley, Pnoptic Fragments, et al). Through these eyes, Azoth is said to be able to exercise
power and direct its numerous minions. Fortunately there have been no reputable cases of the
Eye successfully bonding to a host without the host being consumed by the stresses involved."
Such a bonding nearly came to pass - with terrifying consequences - when the
Crimson Claw attempted to use the "perfect vessel" of
Captain Thunder as host to his unearthly master.
That attempt was thwarted by the intervention of the
Knights of the Coast, though at the cost of
Thunder's life. The Eye was left behind and disappeared
when the Claw's lair demanifested itself.

in the north end of the city used for many military and governmental purposes. After the
crash of the shuttle Olympia, this

the base attracted another attack by
supervillains, and an act of sabotage.

This facility in the heart of Coast City
served as the battleground between the Knights and

The focus for the mystical protection granted the
Valley of the Blessed by the Goddess Artemis, the

strike at liars and oath-breakers, it bore witness to numerous statements and oaths
sworn by the Knights of the Coast
during their sojourn amongst the Amazons. The Flame is
located within the depths of the Temple of Artemis.

After the group became wanted during the
Rage of the Machines business,

reason none of the rest of the team have found the time to visit this "Fortress of Smellitude"
(as they have dubbed it).
"I used my ice transform to turn the inside of one of the really big piles into an ice
fortress. The garbage on the outside acts as insulation so it won't melt, and we wont need
fridges anymore!"

HAPPY FORTUNE CHINESE RESTAURANT |

EXPLANATION : |
This small restaurant in Chinatown became ground-zero for a
confrontation between the Battosai
and several members of a vicious local gang, the Twisted Dragons.
The place suffered extensive damage, including the smashing of a large fish tank, the plate
glass window, and several tables and chairs. The owner, 'Egg
Foo' Yung is too intimidated to press charges against the gang members caught by
the new Knight.
This restaurant later was burned down, apparently as a response to
Battosai's work amongst the Chinatown gangs.

Named after a distinguished local officer, these barracks were established
shortly before the naval yards shut down in Coast City.

after their internment following the thwarting of the machine
plot to overthrow the U.S.

| |
EXPLANATION : |
Located in Flint, Michigan, Hard Rock is a Class-1 Secure
Institution that operates under the joint auspices of the Federal Government and
PACF, much like Stronghold.
Recently, this institution underwent a coordinated assault that resulted in the escape of
many of its inmates, helping to trigger the
March Crisis. Attempts to rebuild the institution have
suffered further interference, particularly when another breakout
was masterminded by MAYHEM™ as part of its
Operation Face-Off. While some experts maintain that
this second breakout was the result of an internal riot, the preponderance of evidence suggests
that external factors did play a role. However it happened, questions have been raised about
just how secure this supposed high end prison is.

EXPLANATION : |
Herculon was an experimental combat drug created for the military, but never
implemented after extensive testing revealed that while it heightened strength, ability to
withstand pain, and aggression, it did so at the cost of reduced willpower and eventual
psychosis and was highly addictive besides. Nevertheless, black market production of Herculon
has thrived to meet a demand amongst mercenaries and gangbangers. Street names include
'copilots', 'kickstart' and 'rage'.

HUMANIDYNE INDUSTRIAL CORP |
| |
EXPLANATION : |
Headed by CEO Philip Porter,
this biotech firm specializes in frontier technology in several fields. Has recently
changed motto from "Better Living Through Science" to "Technology For A
Better Tomorrow". Has come under the assault of
the minions of Dr. Cyclops
who kidnapped Dr. Karl Manning and made off with
the Myriad Machine.
In the aftermath of the machine plot to overthrow the U.S.,
there was an attempt by some factions within the U.S. Government to forcibly reamalgamate
Phoenix into Tribunal
within a lab in this facility. This attempt drew Dr. Cyclops
(now somehow occupying the body of Dr. Manning) out of
hiding in an attempt to hijack the process, which led to further conflict
with a team intent upon rescuing their comrade. The lab that this attempt took place in was
severely damaged in the ensuing battle, with many of its crucial
bacta tanks destroyed.
In the ensuing mess, lawyers representing the firm have launched a series of lawsuits seeking
to gain possession of any Synthezoids in custody as the
products of a theft of the firm's intellectual property. Also fighting bad
press and a hostile takeover bid by rival Blake Biological Inc..

the timestream. They became important pawns, therefore in the battle
within that museum. In the end, all three of these devices would be
destroyed to prevent that dark future from coming about.

EXPLANATION : |
The home turf of the Keystone Hawks in Keystone City, N.J.,
this football stadium was used as ground zero for the midnight battle
between the villainous Vicious Circle and the combined forces
of the Freedom Brigade and Devil's
Advocates. After the minor damage it suffered in that fray was repaired, a further
act of vandalism surfaced during the next NFL match it hosted, when the words "Beware the
Vicious Circle" and "Buy Avon" appeared chemically burned into the pitch, along with a
snakelike emblem, the work of the demented Avon Lady.

EXPLANATION : |
Located somewhere off the coastline of the South American nation of
Rio des Madrona, this domed habitat was located
a half mile under the surface of the sea. It housed the auditorium wherein
Phoenix was forced to fight for his
life when General Mayhem put a price on his head
amidst a crowd of supervillains. Flooded as a result of damage incurred during this battle,
this base is hopefully of no further use to MAYHEM™.

EXPLANATION : |
Located at the edge of Midtown Coast City, the MegaMall sprawls over 100 acres
in size and features more than 600 stores and services, over 100 eating establishments, plus
an indoor amusement park, indoor waterpark, an NHL-size ice arena, a miniature golf course,
26 movie theatres and a Las Vegas style casino. It was the unexpected
host of the first (and last) stop of the Damage Incorporated
Reunion World Tour.

EXPLANATION : |
Meridian Plaza is building that houses the headquarters of its owners, the world
famous team of superhuman adventurers known as the Power Patrol.
Located on the east side of Manhattan Island, not far from the United Nations headquarters,
this is a forty-five story office building surmounted by the four story headquarters of the
Power Patrol. Separating the two structures is a buffer zone
of electrical and mechanical equipment which provides air-conditioning, power, and some other
functions for the headquarters. In cases of emergency, security mechanisms within the buffer zone
can seal the headquarters area off from the rest of the building.
The entire building is made of non-traditional construction materials. The building is "woven"
from carbon aramid thread; hence, although the walls are relatively thin, they are
extraordinarily resistant to damage. The windows are made of a carbon lattice which most
closely resembles diamond. The quarter-inch thick windows are integrally woven into place and
are not removable. The upper structure of the building is a self-sustaining, heavily armored
unit, which contains both the team's headquarters and the individual members' living quarters.
The upper structure makes extensive use of computers, guard robots, and other advanced devices
to maintain security.

EXPLANATION : |
This power plant in the Seagate district which came under the
assault of a bunch of mercenary superheroes and
Green Dawn flunkies. A nuclear meltdown was narrowly

EXPLANATION : |
The artistic and cultural heart of the city, the Metropolitan Museum
suffered extensive damage (including the destruction of the famous statue
Mysterioso in May, by the noted sculptor Pavel) when it

Mafia. The supposed rap sheet on Naoko Industries is a mile long, but as a company
they've had no convictions yet. It's products include base consumer goods (ie fans, ovens,
bikes, the small stuff) to food industries (a large franchise of Kung Fu Noodle House,
"Have some Kung Fu; it will knock you out!").
Former employer of Hikaru Himura, though their records do
not show any sign of this relationship.

EXPLANATION : |
The Paranormal Affairs Commission was established in 1976 in response
to the growing number of Active Paranormals on both sides of the law. Their original mandate
was set by Sen. Ted Richmond (NY, Rep.) to assess
the dangers to common civilians. By 1980 funding was pulled and the files were sealed as
classified.
In 1994 a similar effort was attempted by the United Nations (some say as a direct response
to the potential for renegade Eastern Bloc Supers). This effort has lasted longer but has
remained limited in resources, receiving funding for the current Foundation (as it has now
evolved into) primarily from private backers in an effort not to compromise their position
as neutral observers. Among the more controversial issues related to the PACF include;
- Villain Reformation Programs (PACF offers free psychological counseling
to Paranormals on both sides of the law in hopes of assessing the associated mental stresses
believed to lead to Super Villains)
- Refusal to divulge "confidential details" to the FBI (almost got the
PACF Center in New York closed down but for the strong defense offered by local heroes
(and even a few reformed villains). There is a push to get the Main PACF Centers to be
declared to possess Embassy status.
- Prison Oversight: their data banks have aided in the construction of
Super Prisons like Stronghold, Hard
Rock, and the Iron Fortress.
- StrikeForce X: as part of their
Reformation Program, PAC oversees the utilization of collared supervillains under appropriate
supervision. The unit has first been deployed amidst the troubles of the
March Crisis.
Representatives of PAC encountered by the group include Drs
Lizardo and
Bigboutée.
In the wake of the passage of the Keene Act in early April,
2001, federal funding for PAC was pulled, and a court order obtained to pull it's files and
personnel under the umbrella arm of F.O.R.C.E..
Dr. Lizardo flouted this order and arranged for the
destruction of a number of the files belonging to the California branch of PAC. He is now
on the run as a wanted fugitive.

Christians, Secret Police, Drug Cartel Families, Generals with their own idea as to who should
be leading the country, people looking to be lost, and so forth.
Into the capital city of San Miguel stepped an
underprepared Knights of the Coast, intent upon
stirring up trouble.

EXPLANATION : |
Benefit concert tour organized by Derek
Clapton in order to raise money to fund a legal battle against the
Keene Act. The concert held at Max Yasgur's farm
outside Coast City was marred by tragedy when a group of
robotic Replicants, masquerading as the
Knights of the Coast attacked the site
with the intent of causing as large a body count as possible.
Scheduled artists / guest speakers at this concert included;
Despite the tragedy, the Rock Against Registration Tour continued, with appearances
outside a number of other cities, and with a changing list of speakers and performers that
included Captain Strong, Lady
Liberty, Red Devil,
Firebrand, Black Phantom,
Star, and Kid Mercury. These
further concerts continued to be marred by protests and violence, though never to the same
extent as the concert outside Coast
City.
All proceed of this series of concerts were to support the Exotic Legal Fund and an as
yet unnamed mutant awareness program aimed at educating the public as a counter to the press
releases of vocal anti-exotic groups such as the CUAPV and
PureBlood.

More level-headed debunkers of these theories point out to lock the most powerful and
pathological of criminals in the same location as a testing ground for experimental technology
would be begging for trouble...
Possibly the same place as the highly secure location wherein the Knights
were briefly held and interrogated in the aftermath of the
machine plot to overthrow the U.S. which saw them declared
a rogue agency.
