This drug cartel, based in Rio des Madrona, is one of the many players in the multi-billion dollar worldwide cocaine industry. Although their operations are highly illegal, rampant corruption and lack of political will at home (some allege that President Juan Ramirez Puerco is but a puppet for the drug lords) have given them near-impunity with which to act. The cartel is responsible for scores of murders each year, not to mention a wave of intimidation, blackmail and drug-related street crime.
