America is built on the strength of its families. The question is, what are families built on? The answer is people. Ordinary people. Lawyers and doctors, steel workers and schoolteachers. People like you. People like me.
As I speak, there is an omnipresent danger facing our families. It is a danger facing every man, woman and child. This is the danger of criminals possessed of highly-destructive, unnatural abilities.
In the past we have relied upon similarly-powered individuals - the so-called "superheroes" - to protect us from this menace. If the past few years has taught us anything, it is that this protection is inadequate. The superheroes have failed. Just ask the men, women and children killed in the bombing of the A.P. Murrah Federal Building.
The genetic heritage given to us by our Creator has been contaminated, with tragic consequences. There is a growing number of individuals out there who are impure at their most basic level. They are not, technically speaking, human.
The threat that these individuals pose to our way of life cannot be underestimated. It touches every facet of our daily lives. And unless we take a stand now, our children will face an uncertain future where the rules of the game are dictated by genetic aberrations. A world where no place is safe: not your home, not your bank, not even the sanctity of your own mind.
The time has come for us - normal Americans - to reclaim the right to defend ourselves against those who would harm us with paranormal abilities. It is in the service of this ideal that I have worked for years to craft a comprehensive set of legislation to deal with the paranormal threat.
It is unfortunate that is took a tragedy on the scale of what happened throughout March, 2001 for our elected representatives to sit up and take this threat seriously.
Regardless, it is time now to look ahead, not behind. On April 2nd, 2001 Congress passed the Exotic Control and Registration Act, better known as the Keene Act. We at last have the tools in hand to start standing up for our way of life. For our heritage and our future.
