One of the better-known and more effective superhero groups, this organization's range of activities covers an extended area (mostly in the mid-West), and includes members of other defunct groups. Recently, however, their fortunes have turned for the worse. Falling under the influence of a mystical paranorm from the distant past, Avatar, they became the Justice Machine. Amidst the chaos of the March Crisis, this group saw all bridges burned with the government and other superhero organizations and went so far as to seek to bring about the Apocalypse. Foiled in this effort by the combined forces of the Knights of the Coast and the Guardians, many of the possessed heroes were captured and had their conditioning broken.

Sentenced and stripped of their autonomy by the Senate Committee in the wake of the passage of the Keene Act, the Hero Collective is effectively extinct. The members freed from Avatar's influence have all been put on probation and forbidden the independent use of their abilities. Those innocent of this "crime" are no longer with the group. The group's former base, the Citadel, was destroyed along with its guardian, the cybernetic entity known as Galahad.

The foremost supergroup of our time is no more.

    TYPE     :  Brick
    GROUP    :  Formerly with the Hero Collective / Justice Machine.
    TACTICS  :  Captain Thunder believes that subtlety and misdirection are for villains and wimps. He uses his tremendous speed and strength to perform unstoppable move-throughs and fly-bys. Defensively, Captain Thunder is also a very tough customer, though he is vulnerable to Flash attacks and dispels intended to strike at his mystical origin.


    NAME     :  CITIZEN MERCURY
    MORALITY :  Hero
    STATUS   :  Active (Class III - Probation)
    TYPE     :  Speedster
    GROUP    :  Formerly with the Hero Collective / Justice Machine.
    TACTICS  :  Fast. Very fast. Very very very fast. Although possessed of only mediocre defenses, Mercury's speed more than makes up for the lack. On offense, he can use his speed to generate a variety of attacks in addition to the flurry of blows he can unleash.


    NAME     :  GALAHAD
    MORALITY :  Neutral (Obey Programmed Directives)
    STATUS   :  Destroyed, March 2001
    TYPE     :  A.I.
    GROUP    :  Hero Collective
    TACTICS  :  Responsible for guarding the Citadel, the secret base of the Justice Machine, Galahad is an A.I. entity with a number of tricks up its sleeve, from anaesthetic gas, to laser-armed defense orbs and forcescreens. Restricted to the one physical location, it could nonetheless offer up a stiff defense to would-be invaders.


    NAME     :  GOLDBRICK

    TYPE     :  Brick / Martial Artist
    GROUP    :  Formerly with the Hero Collective / Justice Machine. Now being assessed for 'fitness and an appropriate attitude' by the Ultramarines.
    TACTICS  :  This brick uses his mobility to make darting attacks. Knowledgable in a variety of Martial Arts, the most fearsome weapon in his repetoire is an overpowering shoulder-charge, backed by an enhanced strength capable of lifting cars. Goldbrick possesses significant defenses (and a moderate DV) to withstand attacks, though his metal body is vulnerable to electrical attacks and none of his defenses are hardened.

    TYPE     :  Gadgeteer / Blaster
    GROUP    :  The Justice Machine. Formerly of the Hero Collective.
    TACTICS  :  Laser-based multipower (EBs, AP EBs, Flash attacks, etc.)

    GROUP    :  Formerly associated with the Hero Collective
    TACTICS  :  Strong-willed and impetuous, Laserette's tactics border on the foolhardy at times. Although she has tremendous power at her fingertips, and shows a tremendous instinctive ability to wield that power, she is inexperienced and unable to show much subtlety in her use of force. She will attack an opponent in a straightforward fashion, and is prone to biting off more than she (or her defenses) can chew.

    TYPE     :  Blaster
    GROUP    :  Formerly with the Hero Collective / Justice Machine. Former member of the Gentleman's Adventurers Society.
    TACTICS  :  The former tactical leader of the Hero Collective, Orion has a human lifetime's training among the D'Kai and almost as much combat experience as the rest of the Collective put together. Although not possessed of the same degree of brute force as some of his comrades, his Power Cosmic multipower gives him an extraordinary degree of flexibility, from straightforward attacks, to Flashes and Entangles. On defense, Orion possesses moderate DV and SD, but has the intelligence not to push them too far.

    STATUS   :  At Large.
    SECURITY :  REVOKED
    TYPE     :  Mystic
    GROUP    :  The Justice Machine. Formerly of the Hero Collective.
    TACTICS  :  The Silver Sorcerer is an intelligent, cunning adversary, possessed of a wide variety of abilities, both mental and physical. If granted the time to bring these abilities to bear, he can unload a host of attacks upon a foe. His primary weakness is a vulnerability to entangles and a dependance upon the use of focii.


    NAME     :  STINGRAY

    STATUS   :  Active
    TYPE     :  Martial Artist
    GROUP    :  Formerly associated with the Hero Collective
    TACTICS  :  Lacking the nigh-invulnerability of the rest of the Hero Collective, Stingray takes an oblique and stealthy approach towards achieving a goal, and tries to increase his chances of success with items from his utility belt such as smoke grenades, etc. When forced into combat, Stingray depends upon his Martial Arts skills and high DV to remain standing.
