While individual police, military and federal organizations had developed weapons and tactics to combat the growing incidence of paranormal criminal activity, a coherent Federal organization, trained and equipped specifically to deal with such individuals first came into being in April 2001, as mandated within the newly-passed Keene Act. F.O.R.C.E., the Federal Organization for the Regulation and Control of Exotics, as this new organization was called, was quickly formed by drawing upon the individual expertise of the other groups.

This tactical unit first saw public action in the attempt by certain paranormal criminal organizations to attack the Senate Committee convened to try Captain Thunder for his actions during the March Crisis. While three agents lost their lives during this confrontation and they failed to prevent the capture of Thunder, they did successfully assist in the capture of three supervillains and protected the lives of the Senators threatened in the attack.

While General Wade is still playing with the use of this force, as of their early inception a F.O.R.C.E. Squad consists of two Field Agents, one Heavy Weapons Agent and one Wild Card Agent. A fifth member, possessed of specific expertise for a particular mission, can be attached to a squad.

In mid-June, 2001, this unit was drawn into trying to bring down a "superhero" group gone rogue; the Knights of the Coast. After several failed attempts to do so (notably at the Strongpoint Temporary Holding Facility and via the activation of a prototype Enforcer Unit android), they did manage to take two of the Knights into custody in the aftermath of the robotic attacks upon the White House and Capitol Building, after which the rest of the team turned themselves in.

With sufficient evidence to convict the group under the Keene regulations, the government instead cut a deal by which the team would be forgiven its misdeeds in exchange for being dispatched to take down General Mayhem...

As of August, 2001, the F.O.R.C.E. gained a new ally in the war against rogue Exotics; the elite strike team called The Ultramarines, and led by a staunch supporter of the administration, U.S. Agent. As their joint press briefing stated, "This move is a response to the escalating level of exotic threats to national security that can no longer be met by superhero teams traditionally depended upon."

    TACTICS  :  This squad has trained extensively with SAS in the field of anti-terrorism. They are characterized by an easy going demeanor and a fondness of using song titles for combat tactics. When they came between the Knights and a falsely-imprisoned comrade, they were quickly taken down.

    TACTICS  :  The squad who have butted heads with the Knights of the Coast twice; first when dispatched to aid the cleanup of the Crimson Claw's operation at Devils Tower, WY, and second when the superheroes were discovered trespassing within the The Citadel claiming to have rid the place of "rogue robots".

    TACTICS  :  One of the most gung-ho of the F.O.R.C.E. Squads, composed of survivors of a platoon of soldiers that were decimated by the Masters of Evil. This squad is eager for a little revenge and are charged with taking down the most difficult targets by any means necessary. (When sent after (like Phoenix in this manner outside the Strongpoint Temporary Holding Facility, they weren't quite up to the job, thanks to the intervention of their target's allies.)

    TACTICS  :  This squad is equipped and trained to deal with the more subtle threats to the sanctity of the U.S.; mentalists. Their weaponry, while not as well suited against rampaging bricks, is focused upon capturing and incapacitating an opponent, blocking their senses and preventing them from being able to speak. One favorite tactic is to flash an opponent's sense of sight, which is then followed up with goopy entagles aimed at his head.

    TACTICS  :  The unfortunate squad assigned to escort an unconscious Phoenix to the Humanidyne labs (as part of Operation Goody Goody Two Shoes). The unanticipated assault by the animalistic minions of Dr. Cyclops left most of the team incapacitated and PFC McCormick dead (drained by Cobweb).
