BACKGROUND: 

The Exotic Response Unit was founded in the late 1980s to handle the increasing tide of Exotic incidents across the nation. Coast City never really developed the same degree of problems as faced by certain other metropolises in the United States, however, and the team - whose members split their duties with normal police activities remained small.

During the late 1990's, as the number of Exotic-involved incidents increased, the unit saw more active service, often in a backup capacity to support Crucible and later Tribunal. When Chief Hollis Mason took over the Coast City Police Department in 1999, however, he expressed a commitment to make the ERU a unit capable of handling Exotic incidents without the need for friendly Exotics to be involved. The job became a full-time one, with an increased focus on training, and more officers were recruited.

Captain Kyle Whitmore was appointed to lead the unit in May, 2000.


MOTIVATION: 

Uphold the Law.

TACTICS: 

This unit is equipped and trained to perform dangerous operations, such as coordinated attacks on selected targets such as Exotic criminals in secure locations. They are typically equipped with heavier armaments than ordinary police officers with available arms including submachine guns, carbines, specialized tear gas and concussion grenades, and high-powered rifles for "marksmen" (snipers).

KotC ENCOUNTERS: 

- provided backup support for the Knights in support of a number of events, such as the assault of a bunch of mercenary superheroes upon the Mesa Flats Nuclear Power Plant.



- when the Knights of the Coast raided the Strongpoint Temporary Holding Facility and got involved in a battle against The Minute Men and F.O.R.C.E., the ERU remained largely uninvolved, attempting to merely maintain control over the crowds. (Aside from Soledad's attempts to take Sub-Zero into custody.)

- were called to the scene when the fugitive Knights blockaded the Santa Clara Skyway on September 5th, 2001. Captain Whitmore resisted orders to take back the bridge and awaited the arrival of The Ultramarines and F.O.R.C.E., by which time events across the nation and upon the bridge gave him cause to extend some trust once more to that team. Placed the team into protective custody until an agreement was brokered between the Knights and the Ultramarines who took over responsibility for them.
