The timeout was increased to 500 seconds, so posts to the ON server eventually make it except during the dead period. The rep. rate was halved to once/20 minutes.

These graphs are from trying to post a small message to can.test over a period of 4 days between 6-9 August 1997. The script attempts to connect to the server, post a message, and wait for a reply. If no reply is received, a timeout is recorded. Initially the timeout was set to 60, then 90, and finally 120 seconds. In the graphs, errors are mapped as follows:

A distinct pattern is clear: both Rogers servers refuse to accept posts between about 11pm and 3am. The server apparantly accepts the posting, but no reply is received within 2 minutes.
