On Monday, December 8, the PAC Executive and School Renewal/Seismic Mitigation Committee met with Gordon Campbell to discuss our concerns regarding the funding formula of the seismic mitigation process; its lack of an integrated consultative process, and our desire to have the best educational facilities for our children that incorporate innovations in sustainable building, site design, green space, and handicap accessibility. We had an open and frank discussion about the implementation and resource problems in the seismic mitigation of schools thus far, as well as the challenge of dealing with multiple institutional players with different levels of responsibility and authority. We received helpful advice on how to proceed. Our first step is to develop a detailed vision of the kind of school the Kitsilano community desires by consulting all its members: VSB trustees and senior management; City councillors and Parks Board trustees; staff; parents; students; alumni; feeder schools; and residential and business associations. Once a vision has been outlined, the process of funding and establishing a project timeline can be addressed. Premier Campbell offered to meet with us again at the end of January to help with our progress.

To this end, the PAC, together with the Kits administration, is organizing a visioning workshop for Saturday, January 17, details to follow. Please have your families join us for what promises to be a thought-provoking and creative process.

Following the Dec. 8, 2008 meeting with the Kitsilano secondary school MLA, (the Premier of BC), the Principal, the Kits PAC executive and the Kits PAC School Renewal Seismic Mitigation Committee, the following notice (that had been at the top this web log) was updated as follows:

As a Kitsilano parent/guardian it is important you know that plans for seismic upgrading or a new school under consideration for Kitsilano affect facilities at the school like the auditorium and gymnasiums. These facilities play very important roles in our students’ education and in our community.

December 2008 - following a Kits PAC SRSMC meeting with our MLA (the Premier) and the Principal, Kitsilano Parent Advisory Council (Kits PAC) has received information that these essential assets and others will be provided for in the process of school renewal.
The assurance about these essential assets has to do in part with new information that there is some flexibility for the VSB  to allocate funds it receives for seisimic upgrading in different ways.

December 2007 - Kitsilano Parent Advisory Council (Kits PAC) is concerned these essential assets and others may be at risk in the process of school renewal.

PAC December Update

Thank you to all the parents/guardians who attended the Kits PAC December 2 meeting. It was a very productive meeting which also allowed for some celebration of the festive season.
The framework of discussion for the December 8 meeting between Gordon Campbell and the PAC Executive and School Renewal/Seismic Mitigation Committee was discussed at length, amended, and unanimously endorsed by the PAC. Hi James,

For your information, I have just been contacted by Mark Dale regarding a facility audit for Kitsilano that has been approved for next week:

I should let you know that the ministry has now agreed to proceed with the facility audit of Kitsilano. This is the start of the process to determine the best cost approach to the seismic upgrade.

I have asked for four criteria to be covered within the audit:

1.      The facility condition. This is ultimately linked to the long term lifecycle costs. This should tell us how much it will cost to modernize the school.

2.      The current seismic condition of the Building. In the case of Kits, this will come from the work we have already done as part of the feasibility studies.

3.      The heritage significance of the building

4.      The Educational functionality of the facility.

I have spoken to the firm intending on doing the facility condition audit and they may also be able to lend expertise to the other three criteria as well. They are prepared to start right away and to that end I have asked Doug McClary to be our point person.

Doug McClary has confirmed with me that the facility condition audit (criteria #1 above) will start on Monday morning at 8:30.  This news, coupled with our meeting with Gordon Campbell, and the release of the Auditor General’s report, gives me confidence that the Kitsilano renewal process is about to begin in earnest.

A tentative meeting with our MLA Gordon Campbell is scheduled for Monday, December 8. The committee has prepared a 7 point plan to frame the discussion at the meeting. It is available at the link below and will be presented for endorsement at the December 2 PAC meeting.

Meeting with Premier Gordon Campbell December 8th, 2008


Summary of the Committee’s ambitions for the Kitsilano School Facilities given the forthcoming school renewal / seismic upgrade

School Facilities
1.1   We wish to have the best educational facilities possible for our kids and our community.

1.2   We wish to see the educational facilities funding formula amended to recognize Kitsilano Secondary’s role as a central hub in providing an extensive array of community education programs and activities beyond its role as a secondary school.

1.3   We wish the current funding formula to be amended to recognize and assign a real value to the “heritage” of school buildings.

1.4   We wish the school facilities to be a showpiece for sustainable building and site design.

Process
2.1   We are concerned about the pace at which the seismic upgrade of our schools is taking place and about the fact that upgrades are not being done at those schools that have been determined to be at highest risk in an earthquake, and thus identified as highest priority; Kitsilano Secondary is one of these schools.

2.2    We would like to see better communications overall  and, in particular, between the Ministry of Education, the VSB, and the City of Vancouver.

2.3    Given the size and complexity of seismically upgrading Vancouver schools, we wish to see funding allocated  for the creation of an adequately resourced management team specifically tasked with the oversight of an integrated school renewal / seismic upgrade process.

Hi James,

The VSB is trying to set up a meeting involving representatives from the Ministry and from the city in order to devise a framework for what might be possible when considering the challenges of seismic upgrading and heritage retention.  There is a recognition that both of these issues will be significant for most schools in Vancouver and that Kitsilano represents a prime example - one that could help develop a process for all future projects.  It has been made clear to me that the VSB does not want to put Kitsilano on hold while the pilot project schools proceed; rather, they hope that what unfolds for Kitsilano can inform the pilot project.

Mark Dale has stated that there is no intention to hold an open house at Kits that is just like previous open houses and there is a sense of urgency to get on with the project. The proposed meeting involving the VSB, Ministry, and City officials will be an important step towards establishing a more meaningful and consultative process and I expect that it will happen in the very near future.

My advice to the committee is to continue to prepare for the Open House (e.g., prepare a summary of topics discussed by the committee to date, what has been learned, and questions/issues remaining unresolved).  I will keep the committee informed regarding any outcomes from the proposed meeting mentioned above.  I have already alerted the VSB staff to the fact that the committee wishes to be involved in the planning for the Open House and I will keep you informed as I learn anything else about a revised process.

No one (Chris Kelly, Mark Dale, Henry Ahking, etc.) was aware of any specific discussion of Oct. 23 as a date for the Open House, so I don't know where that suggestion (as per the Committee minutes) came from.

Regarding the October PAC meeting - I advise setting a date for the meeting now, so that parents receive adequate notice and the PAC can continue work on its other business.

Pursuing seismic safety before quake makes sense

We are writing to correct misleading information in two letters published Sept. 17 under the heading "Readying schools for 'the Big One'."

One writer stated that "no children have suffered injury or death caused by an earthquake."

If only this were true. Sadly, there have been many earthquakes in which deaths occurred disproportionately among children precisely because of the vulnerability of school buildings. I (Carlos Ventura) have just returned from a field mission to China, where thousands of children died in school collapses during the May 12 earthquake in Sichuan province. Of the nearly 90,000 casualties the earthquake caused, 12 per cent of the deaths were schoolchildren and their teachers. In North American earthquake history, schools have also sustained disproportionate levels of damage. Earthquakes in Seattle in 1949 and 1965 damaged schools more than other structures. Fortunately, they were empty. The 1933 Long Beach earthquake in California destroyed 70 schools. Fortunately, they were empty, too. There has never been an earthquake during school hours in North America, so most people are unaware of the disproportionate damage earthquakes do to school buildings. British Columbia took an important step in assessing the risk in 2004 and made an impressive $1.5-billion commitment to see it addressed by 2019. The United Nations' International Strategy for Disaster Reduction commends B.C. for beginning to address school seismic safety. We hope to be able to cite its leadership as we work to build a culture of prevention around the world.

Premier Gordon Campbell put the brakes on school closures Wednesday, saying his government wants to give schools new life as neighbourhood hubs that deliver education and services year-round to all ages.

The plan will begin with a $30-million pilot project at three Vancouver schools -- Queen Mary, General Gordon and Strathcona -- and two rural schools yet to be identified.
