Seismic Mitigation Update
At our October 14 PAC meeting, Patti Bacchus, Vancouver Board of
Education (VBE) Chair and liaison trustee for Kitsilano Secondary,
outlined the proposed Project
Charter for the second phase of Kitsilano's school renewal.
CitySpaces Consulting, the same firm that helped facilitate last
February's Visioning Event, has been engaged as Project Managers of
this process.
In brief, there are three committees that will liaise with each other:
the Kitsilano Concept Planning Steering Committee (KCPSC) as
the Project Authority, comprising VBE senior management, Kitsilano
Principal Chris Atkinson, and Earl Strueby, Planning Officer, Ministry
of Education; the Kitsilano School Planning Team (KSPT) as
Project Advisors, formed by Chris Atkinson, two PAC representatives,
two Teachers, two Students, one Support Staff representative, and one
member of the Planning Steering Committee; and the Project
Consultant Team with CitySpaces and an architect, structural,
electrical, mechanical and geotechnical engineers and a quantity
surveyor. CitySpaces will also facilitate KSPT meetings.
A motion was passed that KitsPAC welcome the invitation to participate
on the KSPT and recommend to the VBE that representatives from the
Kitsilano community, the Vancouver Board of Parks and Recreation, and
the City of Vancouver be included on the KSPT from the outset to ensure
the efficiency of this second phase of Kitsilano's renewal.
To this end, KitsPAC has written to Mark
Dale, Assistant Secretary of Treasurer - Facilities, as well as to Patti
Bacchus and Allan Wong, Trustee and Chair of Committee II.
Two parent representatives were elected to the KSPT: James Burton, PAC
Chair; and Jean Gordon, a parent of a Grade 8 student. The first
meeting is on Thursday, October 29.

Tuesday, April 7, 5:30 p.m.
A Kits delegation of PAC Executive members, Principal Alex Grant, staff
representatives Julie Bond and Karen Coflin, and student representative
M. Jaworski will make a brief presentation on Tuesday, April 7 to
the VSB's Planning & Facilities Committee (Committee II). The PAC
presentation will cover a description of the Visioning process, a
screening of a short video that gives a taste of the Workshop, and,
finally, the main points of the Vision Statement as endorsed by the
PAC. The staff will also make a brief presentation. This is a public
VSB meeting and all are welcome to attend, so please join us if you are
able.
Visioning Process Feedback: Facilitator's Report &

The PAC Executive and the School Renewal and Seismic

of the Kits Visioning Events, which includes the PAC Survey results.
Given the size of the document, we are not able to post the file to our
website. However, this report is now available at

April 13. Please take this opportunity to access the document. If you
attended the Visioning Events and would like to comment on the report's
findings, please forward your remarks to kitspac@hotmail.com. Comments
will be collected until April 13 for consideration at the next School
Renewal Seismic Mitigation meeting on April 14.
Note: re the
above Apr. 7, 2009 PAC notice - there was
agreement at the Feb. 26 PAC meeting that information about the
PAC survey, presented at the Feb. 26 PAC meeting, be included with the
PAC survey in the Kitsilano Facilitator's Report (CitySpaces
consultant's report), which was thought to be still in draft
form.
The above
Apr. 7, 2009 PAC notice distributes the PAC
survey in the Kitsilano Facilitator's Report without the agreed to
information about the PAC survey. or notice that further information
would follow.
Re the Feb. 26 PAC meeting, one piece of further information was the different
teachers result on a key survey issue. The conclusion after debate at
that meeting was that:
- it was not appropriate to note the different teachers result in the
PAC Summary for the meeting with the Premier
- that the teacher difference was not to be dismissed, that it,
together with the the other information presented, be included with the
PAC survey in the Kitsilano Facilitator's Report (CitySpaces
consultant's report), which was thought to be still in draft
form.
Related
information from the Mar. 10 Kits PAC SRSMC meeting
- the Kitsilano Facilitator's Report (CitySpaces consultant
report) can not be revised. An
addendum
will be prepared by the PAC to provide corrections and additional
information such as the information presented at the Feb. 26 PAC
meeting and the survey analysis.

Hi
everyone.
Attached is the Statement of Significance for Kitsilano, released by
the VSB.
Basically, a statement is a technical tool - just like a structural
survey of a
building is a technical tool that tells you about a particular aspect
of the
building. It should summarize why the building and site are
considered
important to us today, and list the physical elements that convey that
importance. Statement can also be used as a reference when
drawing up a
plan for the conservation of parts of the building and site.
